Ahead of 2026 Mandatory Halal Deadline, Multi-Outlet Restaurants Do Not Need to Wait for All Branches to be Certified
Ahead of the October 2026 Mandatory Halal (WHO) deadline, restaurants with multiple outlets that have not yet obtained halal certification face significant challenges in meeting the deadline. It is essential that business owners maintain the awareness and commitment that halal certification must eventually cover all outlets.
Mamat S. Burhanudin, Deputy for Registration and Halal Certification at BPJH, emphasised the importance for food and beverage entrepreneurs to immediately comply with mandatory halal regulations. For restaurants with numerous outlets, business owners do not need to wait for their entire network to be ready simultaneously for halal certification.
“Halal certification applications can be carried out gradually, based on outlets that are ready and meet the requirements,” said Mamat during an Influencer and Media Gathering and Talkshow organised by LPPOM in Jakarta on Wednesday (2/9/2026).
Mamat explained that compliance with the Halal Product Assurance System (SJPH) must be verified through an audit process at the specific outlets being applied for. Consequently, the certification of one outlet does not automatically grant halal status to all other outlets within the same network.
“There are five SJPH standards; when a business owner has many outlets, one certified outlet does not mean the entire network is considered halal. Compliance with SJPH must be checked for every outlet. Therefore, we grant authority to the Halal Inspection Agency (LPH) to conduct audits,” Mamat stated.
He added that the phased certification applies to outlets rather than individual menus within a single outlet. “Restaurants must meet SJPH provisions, while outlets that have not yet been certified must not be claimed as halal,” he said.
Under this scheme, he explained that entrepreneurs can begin with the outlets that are ready while simultaneously preparing others, including mapping the readiness of ingredients, processes, and the necessary documentation.
