Agrarian Affairs Minister hands over substantive approval for North Sulawesi spatial plan

Manado (ANTARA) — Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Nusron Wahid has handed over the substantive approval of the North Sulawesi Regional Spatial Plan (RTRW) to Governor Yulius Selvanus.

"It is crucial to accelerate the alignment of the provincial RTRW with the district and city spatial plans," the Minister said in a statement released by the North Sulawesi Communications and Information Office in Manado on Thursday.

The Minister noted that of the 15 districts and cities in North Sulawesi, only three have so far enacted regional regulations on their respective spatial plans.

Following the receipt of substantive approval from the central government, the North Sulawesi provincial administration will proceed with the next stage of enacting the RTRW through joint approval with the North Sulawesi Provincial Legislative Council (DPRD) in a plenary session tentatively scheduled for 24 February 2026.

The Minister added that the substantive approval of the RTRW serves as a vital foundation for establishing legal certainty in spatial planning.

The approval also functions as the primary reference for regional development planning, spatial utilisation, and the enhancement of a sustainable investment climate in North Sulawesi Province.

The substantive approval was delivered personally by the Minister to North Sulawesi Governor Major General (Ret.) Yulius Selvanus at the Ministry of Agrarian Affairs and Spatial Planning offices in Jakarta.

The handover marks the completion of the North Sulawesi provincial spatial plan drafting process, which has been under way since 2019 and involved stages of deliberation, technical evaluation, and cross-ministerial and inter-agency coordination.

The Governor of North Sulawesi was accompanied at the event by the leadership and members of the provincial DPRD, the RTRW special committee, and relevant senior officials.
