AGO Urges BGN to Immediately Distribute Unseized Electric Motorcycles for Free Nutritious Meals Programme

The Attorney General’s Office (Kejagung) has asked the National Nutrition Agency (BGN) to immediately distribute electric motorcycles already in warehouses so they can be used for the Free Nutritious Meals (MBG) programme. Director of Investigation at the Junior Attorney General for Special Crimes, Syarief Sulaeman Nahdi, confirmed that his office will not seize all the electric motorcycles that are already available. He said the distribution is important so the motorcycles can be utilised and not left idle in warehouses. “Not everything needs to become evidence. Moreover, this is a public service, so we will not seize all the motorcycle evidence,” he told the media, as quoted on Sunday (14/6). Syarief stressed that his office only needs the audit trail of the problematic electric motorcycle procurement. Therefore, he said, it is unnecessary to seize all the motorcycles. “We will also push, in cooperation with BGN, to immediately complete the distribution process for these motorcycles. Because until now, the motorcycles are still in warehouses. Only a small portion have reached their destinations, where the communities and kitchens are located,” he explained. Syarief stated this began with a meeting between former BGN Deputy Head Lodewyk Pusung and PT Yasa Artha Trimanunggal (YAT) Commissioner Andri Mulyono in early 2025. During that meeting, Andri’s company, which operates in goods and logistics procurement, presented itself with the hope of securing procurement projects at BGN. “After that meeting, suspect AM received information about the Electric Motorcycle Procurement at BGN with a budget value of Rp60 million per unit,” he explained. In fact, Syarief said, the procurement was not structured according to actual field needs. Subsequently, from February 2025, Andri actively communicated with the Commitment Making Officer (PPK) at BGN. Meanwhile, at that time, PT YAT should not have been able to become the vendor procuring the electric motorcycles because it did not yet have an active dealership or workshop and did not meet the requirements. To smooth his actions, he said, Andri collaborated with an individual identified as AA to acquire PT Adlas Sarana Elektrik (ASE) to facilitate winning the electric motorcycle procurement activity. Additionally, Andri also marked up the price for each electric motorcycle unit. The aim was to approach the available budget ceiling for the procurement. For his actions, Syarief said Andri received full payment for the electric motorcycle procurement with a manipulated Handover Report (BAST). The Attorney General’s Office has named a total of five suspects in the corruption case concerning the governance of the Free Nutritious Meals (MBG) programme for the 2025-2026 period. The five are former BGN Head Dadan Hindayana; former BGN Deputy Heads Sony Sonjaya and Lodewyk Pusung; Sony’s associate Asep Yusuf Somantri (AYS); and PT Yasa Artha Trimanunggal (YAT) Commissioner Andri Mulyono. In this case, the Attorney General’s Office explained that the MBG programme should have been managed by the Nutrition Service and Fulfilment Unit (SPPG) foundations affiliated with recipient schools. However, in practice, many SPPGs were appointed because they had affiliations with BGN senior officials. Furthermore, many foundations actually did not meet the requirements to become SPPG partners. There was also a mark-up in the price of procured goods, resulting in losses that did not support the operational implementation of MBG. This included 21,801 units of electric motorcycles valued at Rp1.03 trillion, 32,000 pairs of shoes, 31,994 tablet units, and 5,400 units of 75-inch televisions.
