The Attorney General’s Office (Kejagung) is continuing its investigation into alleged corruption in the governance of the Free Nutritious Meals (MBG) programme. Investigators are currently examining whether some electric motorcycles procured for the programme remain unassembled by the provider.

“It seems there are still a few that haven’t been assembled. We are checking again,” said the Director of Investigations at the Junior Attorney General for Special Crimes (Jampidsus), Syarief Sulaeman Nahdi, at the Kejagung building in South Jakarta on Tuesday (23/6/2026).

Syarief explained that investigators have so far sealed 17,600 units of fully assembled electric motorcycles. These assets were found in two warehouse locations in Sentul and Cikarang. “Regarding the sealing, we have recently sealed all the assembled electric motorcycles. They are in two locations. The total number is around 17,600,” Syarief stated.

He stressed that the action taken by investigators is sealing for supervision, not seizure as evidence. This is because the motorcycles have already been fully paid for using state funds. “We are not seizing these motorcycles as evidence; we are only sealing them to monitor their movement. Because the state has already paid for them in full,” he clarified.

Syarief explained that if the motorcycles were seized, there is a concern that the 17,600 units would suffer a decline in economic value and utility, whereas the investigation’s focus is on the alleged price mark-up in their procurement.

Regarding distribution, Syarief stated that the thousands of electric motorcycles can still be distributed to support the Free Nutritious Meals programme. He confirmed that distribution is permitted even before the case has permanent legal force. The AGO will hand over the authority for the use of the units to the National Nutrition Agency (BGN). Investigators will facilitate the process of releasing the goods from the sealed warehouses in coordination with BGN.

In a related development, the AGO has named Andri Mulyono, the Commissioner of PT Yasa Artha Trimanunggal (PT YAT), as a suspect. PT YAT is the provider of the Emmo electric motorcycles purchased by BGN. Syarief revealed that in early 2025, Andri Mulyono met with the then-Deputy Head of BGN, Lodewyk Pusung, to present his company profile. He subsequently engaged in unlawful communication with the commitment-making official (PPK) from February 2025, before the procurement process officially began and despite his company not meeting the requirements. To facilitate winning the tender, the suspect collaborated with another party to acquire PT ASE. The suspect also allegedly inflated the unit price of the Emmo motorcycles to approach the available budget ceiling and manipulated the owner’s estimated price (HPS) and terms of reference (KAK) with internal BGN parties. The funds were fully disbursed even though the goods were not ready. Six individuals have been named as suspects in the case, including former BGN Head Dadan Hindayana and two former deputy heads.
