AGO Names Five Suspects in Free Meal EV Procurement Graft Case

TEMPO.CO, Jakarta - The Indonesian Attorney General’s Office (AGO) for Special Crimes named five suspects in a corruption case involving the National Nutrition Agency’s procurement of electric motorcycles for the free nutritious meal (MBG) program.
Head of the Attorney General’s Office’s Legal Information Center, Anang Supriatna, said the suspects allegedly conspired to manipulate the procurement process to allow PT Yasa Artha Trimanunggal (YAT) to win the project.
“These suspects allegedly conspired to manipulate the procurement process, from the awarding of the contract, to the specifications, and even the HPS (Estimated Price),” Anang said at the Attorney General’s Office on Friday, October 2, 2026.
Who Are the Suspects?
The suspects are Colonel Budi Utomo, Secretary to the Deputy for Procurement and Distribution of BGN. Budi served as the Commitment Making Officer (PPK) in the procurement of 25,644 electric motorcycles.
Next, Andri Mulyono, known as the Commissioner of PT YAT and PT ASE, the companies said to be the electric motorcycle suppliers for BGN, was named the first suspect in the electric motorcycle cluster on June 12, 2026. He was then named the Director of PT YAT, an individual identified with initials YY, and two Directors of PT ASE, AA and GB.
According to Anang, PT YAT won the project to procure 25,644 electric motorcycles. However, the production figure was subsequently revised to 21,000 units. “At the end of March 2026, only 2,117 units were actually produced, but it was made to appear as if around 21,800 units had been completed,” Anang said.
Investigators are still working to calculate the potential state losses in collaboration with authorized state institutions. According to Anang, the budget for the electric motorcycle procurement is approximately Rp1.2 trillion.
During the investigation, prosecutors have probed 63 witnesses and eight experts, and seized, among other things, five cellphones, 889 documents, and Rp24.97 billion in cash. Investigators also took away a number of vehicles and other assets, including a Textron Aviation Inc. aircraft; a Bell 505 helicopter; a Hino NRKB B 9981 BIO vehicle; two BYD vehicles; a BYD Dolphin; and a 2025 Lexus LM 500 H 4-seater.
Where Are the Suspects Detained?
Colonel Budi is currently being held at a military detainment center in Jakarta. Meanwhile, Andri Mulyono is being held at the Salemba Detention Center at the AGO branch, YY is being held at the Pondok Bambu Detention Center, and AA and YB are being held at the South Jakarta District Attorney’s Office.
The Indonesian military (TNI) said it respects the legal process that ensared one of its personnel. “The TNI respects the applicable mechanisms and processes and guarantees legal independence,” said Brigadier General Muhammad Nas, Head of the TNI Information Center, when asked about Budi’s status as a suspect.
The five suspects are charged with Article 603 in conjunction with Article 604 in conjunction with Article 20 letter c of the Criminal Code (KUHP), as well as Article 18 of the revised Corruption Eradication Law.
