The Attorney General’s Office (Kejagung) has uncovered the role of the Secretary of the Deputy for Provision and Distribution at the National Nutrition Agency (BGN), a TNI Colonel with the initials BU, in the corruption case involving the management of the Free Nutritious Meal (MBG) programme.

The Director of Investigation for the Junior Attorney General for Special Crimes, Syarief Sulaeman Nahdi, stated that BU served as the Commitment Making Officer (PPK) for the procurement of goods and services, specifically for electric motorcycles. He explained that the procurement project was carried out alongside Lodewyk Pusung (LP), who was then the Deputy Head of the BGN and Commissioner of PT Yasa Artha Trimanunggal (PT YAT), and Andri Mulyono (AM).

“The procurement of electric motorcycles was conducted with a budget of Rp1,035,515,297,908.02 (approximately Rp1 trillion),” he told reporters at the Attorney General’s Office on Thursday (2/7).

Syarief explained that the electric motorcycle procurement was carried out unlawfully as it failed to meet contract requirements and involved price mark-ups. Furthermore, there was manipulation of the official handover documents for the goods.

“In terms of realisation, only 3,229 units out of 21,081 vehicles have been delivered, yet 100 per cent of the payment has already been made, resulting in state losses,” he added.

Nevertheless, Syarief noted that although evidence of involvement has been found, the authorities have not yet named BU as a suspect. He explained that because BU is still an active member of the Indonesian National Armed Forces (TNI), the case will be handled through a connectivity process alongside the Junior Attorney General for Military Crimes.

“As we are in the Special Crimes division, we cannot independently process or name an active TNI member as a suspect. It must be done via connectivity, which is why we are handing it over to the Jampidmil for further processing,” he said.

Previously, the Attorney General’s Office named a total of seven suspects in the corruption case involving the management of the Free Nutritious Meal (MBG) programme for the 2025-2026 period. The seven individuals include former Head of BGN Dadan Hindayana; former Deputy Heads of BGN Sony Sonjaya and Lodewyk Pusung; Sony’s associate Asep Yusuf Somantri (AYS); and Commissioner of PT Yasa Artha Trimanunggal (YAT) Andri Mulyono. Additionally, the suspects include the Chairman of the Indonesia Food Security Review Foundation, Glory Harimas Sihombing, and the Secretary of the Deputy for Promotion and Cooperation of the BGN, Brigadier General Lalu Muhammad Iwan Mahardan.

In this case, the Attorney General’s Office explained that the MBG programme should have been managed by the Service Unit for Nutrition Fulfillment (SPPG) foundations affiliated with recipient schools. However, in practice, many SPPGs were appointed because they had affiliations with high-ranking BGN officials. Furthermore, many foundations did not actually meet the requirements to become SPPG partners.

Additionally, there were price mark-ups in the procurement of goods, leading to losses that undermined the operational implementation of the MBG. These items included 21,801 electric motorcycles valued at Rp1.03 trillion, 32,000 pairs of shoes, 31,994 tablets, and 5,400 75-inch televisions.
