AGO: BGN Paid Vendor in Full Despite Electric Motorcycles Not Yet Assembled
The Attorney General’s Office (Kejagung) has revealed alleged corruption in the procurement of electric motorcycles for the SPPG, or MBG kitchens, at the National Nutrition Agency (BGN). Kejagung stated that BGN paid the vendor in full, even though the electric motorcycles had not yet been assembled.
This was disclosed by the Director of Investigation at the Junior Attorney General for Special Crimes (Dirdik Jampidsus), Syarief Sulaeman Nahdi, during a press conference at Kejagung in Jakarta on Friday (12/6/2026). Syarief initially announced the Commissioner of PT Yasa Artha Trimanunggal (PT YAT), Andri Mulyono, as a suspect for allegedly engaging in collusion to secure the electric motorcycle project.
Syarief stated that PT YAT did not meet the requirements to be a vendor of electric motorcycles because it did not yet have an actively operating dealership and workshop. Andri is also suspected of collaborating with another company to fulfil the procurement requirements.
Andri allegedly approached BGN officials to rig the procurement process, including marking up the price. Kejagung stated that the price of the motorcycles was unreasonable, though it has not yet disclosed the amount of the markup per unit.
“AM carried out price inflation or a markup for each unit of the electric motorcycle,” he said.
In addition to the markup, Andri is suspected of unlawfully receiving 100 per cent payment from BGN for the procurement of the electric motorcycles, even though the motorcycles had not been fully assembled and their specifications did not meet the standards.
“That AM unlawfully received full 100 per cent payment for the procurement of electric motorcycles according to a manipulated handover report, as if the motorcycle assembly had been completed and met specifications. In fact, the price and specifications of the electric motorcycles did not conform to the standard goods and needs of BGN,” he stated.
Kejagung had previously named four individuals as suspects in the alleged corruption case concerning the governance of the MBG programme. They are:
Former Head of BGN Dadan Hindayana
Former Deputy Head of BGN Sony Sonjaya
Former Deputy Head of BGN Lodewyk Pusung
Asep Yusuf Somantri (AYS), a close associate of Sony.
Kejagung suspects there were irregularities in the governance of the MBG programme, including alleged affiliations between the suspects and foundations managing the SPPG, as well as suspected markups in the procurement of electric motorcycles, shoes, tablets, and televisions.
Sony subsequently submitted a request to become a justice collaborator (JC). Sony named 26 individuals in his official interview report (BAP).
