Agency of graft eradication

Apart from proposing the reversal of the burden of proof in
alleged graft cases, the Movement of the Community Concerned with
State's Assets (Gempita) organization believes that the
government must set up an independent agency for graft
eradication, such as the Independent Commission Against
Corruption (ICAC) in Hong Kong or the Malaysian graft eradication
agency.

This agency would ideally consist of community figures and
clean, non-partisan professionals and its activities would not be
hampered by the state's bureaucracy. The agency would concentrate
on receiving reports from the community, conducting examinations
and making moves to uncover alleged practices of graft, collusion
and nepotism in the government, the judiciary and amongst law
enforcers themselves.

Using such methods, this agency will be able to identify graft
cases effectively and report the result of its probe as
preliminary evidence to the attorney general's office, who could
then lay charges, followed by prosecution at the court of law.

Gempita hopes that this agency will be operated under the
coordination of Vice President Megawati Soekarnoputri, who is
effectively the head of the government.
