Again, fine for littering

It seems Jakarta's regional regulations on fines for littering
in public places will be imposed again soon. The regulation has
always existed -- but inadequate implementation means it has been
less-than effective.

While the regulation deserves our full support, without proper
planning it will be to no avail. The main weakness has been the
absence of any follow-up initiatives including a campaign to
popularize and inform the public about the aims and the penalties
of the regulations.

Such information should come through government offices and
neighborhood administrative units, announcements via the mass
media and posters placed in strategic places.

Consistent enforcement and firm action against violators is
also important, so that public obedience can be better
guaranteed. If all this is done, less than a year after the
fines' reimposition, Jakarta would become a clean and orderly
city.
