State Secretary Prasetyo Hadi has announced that the realisation of the State Secretariat’s Non-Tax State Revenue (PNBP) reached Rp1.06 trillion as of 31 December 2025, representing 144.38 percent of the initial target of Rp736.07 billion. This achievement was underpinned by a change in the management scheme for several state assets, particularly the Jakarta Convention Center (JCC), which is now managed directly by the government through the Gelora Bung Karno Complex Management Centre (PPK GBK) Public Service Agency (BLU).

Speaking during a working meeting with House of Representatives Commission XIII at the Parliament Complex in Senayan, Jakarta, on Wednesday, 15 July 2026, Prasetyo stated that the target was not only met but significantly exceeded. He explained that one of the main factors driving the PNBP increase was the transition of JCC management from a third party to direct management by the BLU PPK GBK under the State Secretariat.

According to Prasetyo, this policy had an immediate impact on the surge in state revenue from the asset. “The JCC is now managed directly by PPK GBK. Previously, we typically only received income of around Rp10 to Rp12 billion each year. After we handled the management ourselves, we have recorded revenue from the JCC alone of Rp150 billion in a single year,” he explained. He noted that revenue from the JCC increased nearly 15-fold compared to when it was managed by another party.

In addition to the JCC, Prasetyo also reported on the contributions of two public service agencies under the State Secretariat to the state treasury. The BLU PPK GBK contributed Rp103.78 billion, or 15 percent of its 2025 operational revenue, while the BLU Kemayoran Complex Management Centre contributed Rp34.99 billion, or 20 percent of its operational revenue. This contribution was in accordance with the Minister of Finance Decree regarding the establishment of the Kemayoran Complex Management Centre as a government agency implementing public service agency financial management.
