Sleman Regent Harda Kiswaya has revised the work-from-home (WFH) policy for civil servants (ASN). After initially refusing, he is now following the policy in line with the circular from the central government.

This policy is taken as a step towards energy efficiency in response to the high global oil prices due to the conflict in the Middle East region.

“We will follow the circular from the Ministry of Home Affairs (Kemendagri) and the Ministry of Administrative and Bureaucratic Reform (KemenPANRB) regarding the Transformation of ASN Work Culture to intensify energy efficiency,” said Harda in a written statement received by reporters on Friday (3/4/2026).

He explained that the Sleman Regency Government will study which sectors can implement the government policy. This is in accordance with the Circular of the Minister of Home Affairs Number 800.1.5/3349/SJ on the Transformation of ASN Work Culture in the Regional Government Environment and the Circular of the Minister of PANRB No. 3 of 2026 on the Implementation of Official Duties for ASN in Government Agencies.

“We through the Sleman Personnel, Education and Training Agency (BKPP) and the Organisation Section of the Sleman Regional Secretariat are currently preparing the technical provisions related to the implementation of WFH which will be carried out every Friday in Sleman Regency,” he clarified.

Harda emphasised that the implementation of this WFH policy will not sacrifice the quality of public services. One of the efforts made by the Sleman Regency Government is to maximise the use of information and communication technology.

“We emphasise that this policy, which aims to accelerate the transformation of effective and efficient regional ASN work culture, can be carried out without reducing the quality of public services,” he stressed.

Previously, Sleman Regent Harda Kiswaya stated that he would not implement the work-from-home (WFH) policy for ASN on Fridays. This decision was taken even though the central government through the Ministry of Home Affairs had issued a circular on the matter.

“I respect that order, regarding WFH if in the regency area, in Sleman it cannot be optimal. So we serve the community as usual,” said Harda when met by reporters at the Sleman Regional Secretariat Office on Wednesday (1/4).

He explained that there were many considerations for not implementing the WFH policy in Sleman Regency. One of them is related to the effectiveness of services.

“We might be wrong, perhaps, but regarding that (WFH) it’s situational. If in Sleman the services cannot be optimal, we prioritise services to the community,” he stated.
