After Fishermen's Protest, NPEA Managers Claim Project Socialisation Has Been Conducted Since 2025

JAKARTA, KOMPAS.com — The managers of the New Priok Eastern Access (NPEA) project state that construction activities at Muara Cakung Drain, Cilincing, North Jakarta, have been socialised to fishermen since 2025.

This statement comes in response to the fishermen’s protest, which involved a boat parade around the project site some time ago.

Project Manager for NPEA Section 2 from PT Pembangunan Perumahan (PT PP), Ikhsan Budi Prasetyo, said that socialisation was conducted with various parties, including fishing groups operating around the project area.

He explained that the socialisation was carried out through fishing cooperatives in several areas, such as Kalibaru, Cilincing, and Marunda, as well as to local community leaders.

“We started by approaching the fishing cooperatives, the cooperatives in Kalibaru, Cilincing, and also Marunda, including the neighbourhood associations (RT and RW) there,” he clarified.

In addition to fishermen, they also socialised with other stakeholders, such as the Harbourmaster and Port Authority Office (KSOP) and the city government.

According to Ikhsan, the socialisation also accommodated input from fishermen, particularly regarding navigation safety and access for entering and exiting vessels during the project.

“Indeed, the input from the fishermen at that time was that this project should prioritise their safety for sailing and provide access that is not blocked for them to enter and exit under our ongoing constructions,” he said.

Meanwhile, Pelindo, as the party initiating the project, stated that it is open to the aspirations of the fishermen.

“Pelindo respects every aspiration expressed by the community, including the fishermen in the Cilincing area,” said Ali Sodikin, Group Head of the Company Secretariat at Pelindo, in an official statement on Thursday (16/4/2026).

Previously reported, several fishermen at Muara Cakung Drain, Cilincing, North Jakarta, held a boat parade as a form of protest against construction around the estuary on Tuesday afternoon (14/4/2026).

Based on Kompas.com’s observations at the site from 4:00 PM WIB, dozens of fishermen’s boats began moving out from the estuary towards the project area. Local residents were seen watching the parade from atop the embankment around the estuary.

“Come on, let’s go, for the future of Cilincing,” the fishermen shouted from their boats to the residents on the embankment.

The project targeted by the protest is the construction of the New Priok Eastern Access (NPEA) and the reclamation of Dermaga Pier 3 Marunda. The dozens of fishermen’s boats circled the platform for installing piles as well as the land reclamation area from those projects.

The fishermen then unfurled a banner reading “Coastal Communities Will Not Be Displaced”. They also sang the Indonesian national anthem “Indonesia Raya” before returning to the docks around Cakung Drain.
