After 34 Years as a Landfill, Galuga Transformed into Modern Waste Processing Centre
The Regent of Bogor, Rudy Susmanto, stated that the construction of the Bogor Raya 1 Waste-to-Energy (PSEL) plant in Galuga marks a historic momentum. Rudy noted that the Galuga landfill has been operational since 1992, approximately 34 years, using the open dumping method.
“This is a historic momentum for Bogor Regency. After 34 years, today we begin building waste management with modern technology in Galuga,” said Rudy on Thursday (17/09/202umentary).
Rudy mentioned that PSEL Bogor Raya 1 is designed with a processing capacity of approximately 1,500 to 2,000 tonnes of waste per day. This capacity is expected to help reduce the volume of waste entering Galuga.
“It is impossible for a single technology to solve all waste issues. Therefore, new waste will be processed through PSEL, while the existing old waste in Galuga will also be pushed to be processed into fuel,” he added.
Rudy hopes that the transformation of Galuga can provide long-term change. Over the next 10 to 15 years, the area, which has long been identified with waste heaps, is expected to undergo environmental recovery and develop into a greener area.
“Our hope is that in 10 to 15 years, this area can change. The mountains of waste can be reduced, the environment can become green again, and this area can provide benefits to the community and the development of Bogor Regency,” said Rudy.
The Mayor of Bogor, Dedie A Rachim, stated that the journey to converting waste into electricity in the Bogor region began with a shared commitment to solving waste issues systemically. Dedie noted that the process towards the construction of PSEL Bogor Raya 1 in Galuga has been quite a long journey.
“I first met with the Regent to meet the Minister of Environment and Forestry. Today, 17 September 2026, we can finally realise the start of the construction of PSEL Bogor Raya 1. The process was quite long, involving the transition of Presidential Regulation from Perpres 35 to Perpres 109, and Bogor took the opportunity to secure the allocation for PSEL Bogor Raya 1,” said Dedie.
From the PSEL capacity of 1,500 tonnes per day, Dedie noted that Bogor City has been allocated a processing capacity of approximately 500 tonnes of waste per day. He also mentioned that in the next stage, the construction of PSEL Bogor Raya 2 will be carried out in the Kayumanis area, Bogor City. This facility will process waste from Bogor City and Depok City.
“We are grateful that all parties have collaborated and synergised, from the Coordinating Minister to the ministers, and certainly the Regent and the Bogor City Government working together to realise all of this. We are very grateful,” said Dedie.
