After 3 Years of Illegal Charges, Parking Operator at Blok M Square Sealed
The Chairman of the Jakarta City Council’s Parking Supervision Committee, Ahmad Lukman Jupiter, personally led the inspection at the site. The inspection was conducted in collaboration with the Jakarta Transportation Department, the Jakarta Regional Revenue Agency (Bapenda), and the Metro Jaya Police. The sealed area is located in the Blok M Square complex, specifically on Jalan Melawai 5, South Jakarta. The site is managed by the operator Best Parking. “Today, we are carrying out our supervisory function as a concrete step to ensure that illegal parking violating regulations is sealed. We want to protect the rights of the public and regional original revenues, as well as prevent potential losses to regional original revenues,” said Jupiter at the Blok M Square site on Monday (11/5/2026). After confirming that the parking operator was unlicensed, the committee, along with the Transportation Department, immediately sealed the parking barrier gates and ticket machines. They also posted information about the temporary suspension of parking fee collections. Jupiter expressed regret that this illegal practice was occurring in a strategic area that had been inaugurated as a modern transport integration hub. Based on the committee’s findings, the parking operator at the site had been collecting money from the public without official permission for the past three years. “We are very disappointed that in Blok M, a strategic area, illegal parking has persisted for three years. They have been collecting money from the public illegally without permission,” he stated. The committee suspects indications of criminal acts involving tax evasion and manipulation of payment reports to the Jakarta Regional Revenue Agency (Bapenda). Jupiter estimated the potential state losses to be a fantastic figure. “We believe there is strong evidence of deviations and manipulation of payment reports to Bapenda. And this represents potential state losses,” he said. “The estimate could be over Rp50 billion over 15 years of potential losses. Per day, this parking operator can generate more than Rp100 million, and that is money taken illegally from the public,” Jupiter continued. In response to these findings, the committee has requested the Financial Audit Board (BPK) and the High Prosecutor’s Office to conduct an audit and legal follow-up. Taken Over by Transportation Department, Parking Temporarily Free The Head of the Parking Management Unit (UP) of the Jakarta Transportation Department, Massdes Arouffy, stated that his agency immediately took over parking operations at Blok M Square following the sealing. “So after the temporary suspension of activities by the parking operator at this location, our Parking Management Unit of the Jakarta Provincial Transportation Department will take over the parking operations. The current system is halted. This means that since the operator is no longer authorised to conduct operations,” said Massdes. Massdes explained that during the transition period for the system handover, visitors to Blok M Square will not be charged for parking, making it free. “For the time being during the transition, this gate system will not collect payments. The gate is lifted, so there is no tapping on the device. We will endeavour to upgrade the system tonight so that it functions tomorrow with a new cashless and transparent system,” he added. To prevent any individuals from exploiting the situation by collecting wild parking fees during the transition, the Jakarta Transportation Department has deployed personnel assisted by TNI-Polri forces in the Blok M Square area.
