The Association of Indonesian Regency Legislative Councils (Adkasi) has proposed strengthening the institutional capacity of DPRDs through a revision of Law Number 23 of 2014, so that the oversight function of local governments can operate more effectively. Adkasi Chairman Siswanto stated in Batam on Saturday that this proposal is one of the main agendas in the revision of Law Number 23 of 2014 concerning Regional Government, which has been included in the National Legislation Programme (Prolegnas). “The first is the revision of Law Number 23 of 2014 so that regions are given broader authority. The second is the institutional strengthening of DPRDs in the administration of regional government. These agendas have already entered the National Legislation Programme,” he said. He assessed that the position of DPRDs has not been sufficiently strong to date, meaning the oversight mechanism for regional heads has not functioned optimally. He added that DPRD oversight is necessary to ensure that every strategic policy of the regional government is implemented in accordance with the principles of good governance and in the interest of the public. “There needs to be oversight in policy-making so that the check and balance mechanism in regional government can function properly,” he stated. Siswanto expressed hope that the revision of Law Number 23 of 2014 would not only strengthen regional autonomy but also create a more balanced relationship between DPRDs and regional governments, allowing the functions of legislation, budgeting, and oversight to operate optimally.
