ADKASI Oversees Strengthening of Regional Fiscal Capacity and Regency DPRD Authority
The Association of Regency DPRDs Throughout Indonesia (ADKASI) highlighted regional fiscal capacity and the strengthening of DPRD institutions during its National Working Meeting (Rakernas) and 25th anniversary commemoration in Jakarta on Saturday (30/8/2026). The forum brought together members of regency-level DPRD from various regions to discuss several issues related to the implementation of regional autonomy.
ADKASI General Chairman Siswanto stated that fiscal issues are a primary concern for the organisation, as regional financial capacity directly affects the ability of regency governments to fund public services and development.
“A quarter-century of ADKSI’s journey has been filled with advocacy work and strategic studies that have a direct impact on national policy. One of our main focuses is fiscal governance across different levels of government,” Siswanto said in a press release on Monday (31/8/2026).
According to Siswanto, ADKASI has held Regional Coordination Meetings (Rakorwil) across six regions this year, namely Sumatra, Java, Bali-Nusra, Kalimantan, Sulawesi, and Maluku-Papua. Aspirations from these various regions were subsequently brought to the National Working Meeting for organisational discussion.
One of the key issues under consideration is the Regional Transfer Fund (TKD). Based on projections presented by ADKASI, the TKD in 2027 is expected to reach Rp735 trillion, an increase from the previous Rp696.9 trillion.
ADKASI maintains that the increase in fiscal capacity must be accompanied by effective budget management so that the benefits can be felt by the community through basic services, infrastructure development, education, health, and economic empowerment.
In addition to fiscal matters, strengthening the capacity of the DPRD was another agenda discussed during the Rakernas. ADKASI believes that the ability of DPRD members to perform their legislative, budgetary, and supervisory functions needs to be continuously strengthened as regional development issues become increasingly complex.
This strengthening includes improving human resource capacity, utilising technology in governance, and ensuring public information transparency. All three are considered essential to enhancing the quality of oversight and accountability within the DPRD.
“In marking our 25th anniversary, ADKASI is also demonstrating its commitment through various concrete actions within society and the government. What we do is a manifestation of the presence of Regency DPRD members, who work not only in session halls and local areas but also in national arenas. This reinforces ADKASI’s position as a strategic and critical partner to the government,” said Siswanto.
Moving forward, ADKASI will focus its attention on strengthening DPRD institutions, ensuring the consistency of decentralisation, and supporting development policies that address the needs of communities at the regency level.
“With the spirit of ‘From the Regions for Indonesia,’ ADKASI is committed to being a strategic partner to the government in building a strong Indonesia, starting from the regions. ADKASI believes that the strength of this nation is determined by the robustness of fiscal and institutional capacity at the regency level,” Siswanto emphasised.
The National Working Meeting and ADKASI’s 25th anniversary were also attended by representatives from the Ministry of Home Affairs, leaders of the House of Representatives (DPR RI), the Regional Representative Council (DPD RI), as well as various institutions and organisational partners.
