Adi Arnawa Discusses the Fate of Badung's Waste Processing Machines as PSEL Operates
The fate of dozens of incinerator machines at TPST Mengwitani and Kuta, waste shredding machines, and the RA-X processing machines owned by Badung Regency has become uncertain with the planned Waste-to-Energy Electricity (PSEL) project. The government is designing the position of these waste processing assets at TPST and TPS3R to continue functioning as a supporting system in the regional waste management ecosystem.
“This means that we are still anticipating, even with PSEL, we must have Plan A and Plan B. So we will continue to maintain these while ensuring that it is truly safe,” said Badung Regent I Wayan Adi Arnawa after a plenary meeting at the Badung DPRD on Thursday (23/4/2026).
Adi said this anticipatory step was taken because the PSEL project is estimated to be fully operational only in early 2028. During the transition period, the existing waste processing machine assets will be retained to ensure there is no waste accumulation at the regional level.
“Construction is estimated to be completed by the end of 2027 and possibly operational in early 2028. This means that source-based waste management with sorting must continue. Whatever waste processing abroad also starts with sorting between organic and inorganic, including residues,” said the former Badung Secretary General.
The PSEL project, to be built on land of up to 6 hectares, is projected to absorb large volumes of waste daily. Adi mentioned that the minimum supply of 1,200 tonnes of waste per day will come from the combined areas of Badung Regency and Denpasar City.
“PSEL requires 1,200 tonnes of waste per day from Badung and Denpasar, that must be the minimum. The land area I see is around 5 or 6 hectares at the Suwung landfill, which is an asset between Pelindo and Denpasar City,” he said.
In the construction of this electricity energy facility, Badung Regency is helping to prepare the future PSEL land, namely procuring backfill material for land compaction. A Cooperation Agreement (PKS) was signed by the Bali Governor, Badung Regent, and Denpasar Mayor at the Coordinating Ministry for Food Building in Jakarta, involving private partners Zhejiang Weiming Environment Protection Co., Ltd. and Wangneng Environment Co. Ltd, on Tuesday (21/4/2026).
Adi stated that Badung Regency is not providing any capital injection from the regional budget. The role of the local government is limited to regional coordination and technical assistance at the designated construction site.
“For PSEL, we have no capital participation at all. We are only helping to level the location where PSEL will be built later,” Adi concluded.
