Addressing Waste Crisis, PLN Supports Acceleration of Waste-to-Electricity Processing in Denpasar, Bogor, and Bekasi

PT PLN (Persero) supports the acceleration of Waste-to-Electricity Processing (PSEL) implementation through collaborations between local governments and Project Executing Business Entities in the Greater Denpasar, Greater Bogor, and Bekasi City areas. This step is part of joint efforts to address national waste management challenges while promoting more sustainable energy utilisation. The commitment was marked by the signing of cooperation agreements between the Bali and Bogor regional governments and PT Zhejiang Weiming, as well as the Bekasi City Government and PT Wangneng Bekasi Environmental Nusantara. The signing was witnessed directly by Coordinating Minister for Food Affairs Zulkifli Hasan; Minister of Environment Hanif Faisol Nurofiq; Deputy Minister of Home Affairs Bima Arya Sugiarto; CIO of Danantara Indonesia Pandu Patria Sjahrir; West Java Governor Dedi Mulyadi; Bali Governor Wayan Koster; PLN President Director Darmawan Prasodjo; and representatives of the project executing entities at the Coordinating Ministry for Food Affairs Office in Jakarta on Tuesday (21/4/2026). On that occasion, Zulkifli Hasan emphasised the importance of accelerating project preparation stages, including ensuring sufficient waste supply as the main raw material for PSEL. “We are already in a waste emergency category. Therefore, this project must be closely monitored to be completed on time, while ensuring the availability of its raw materials,” he stated. He also encouraged cross-regional collaboration in agglomeration areas that have not yet met the required waste volume. This step aligns with President Prabowo Subianto’s directives to accelerate the resolution of the increasingly urgent national waste issue in various regions. Supporting this, PLN President Director Darmawan Prasodjo expressed his company’s readiness to play an active role in supporting the success of the PSEL project through intensive coordination with the Government, Danantara Indonesia, and stakeholders to ensure all project stages proceed in harmony and on time. “PLN has mapped the nearest interconnection points from the PSEL locations to be built so that the connection process is faster and more efficient in line with the project development targets,” he said in a statement on Sunday (26/4/2026). According to him, PLN is also accelerating the initial discussion of the Electricity Purchase Power Agreement (PJBL) so that stages that typically take several months can be shortened. In the PSEL project, PLN acts as the off-taker of electricity, the party that absorbs the electricity produced by the waste processing facility. This role is crucial for enhancing project viability, strengthening investor confidence, and opening access to financing for developers. The development of PSEL is expected to provide broad benefits to society, from reducing urban waste accumulation and improving environmental quality to adding electricity supply based on domestic energy sources. “PLN welcomes this cooperation signing as a concrete step to accelerate the PSEL project. We ensure that the generated electricity can be integrated into the national electricity system and re-utilised by the public,” Darmawan concluded.
