The recent escalation in intensity and frequency of social
unrest in Maluku, West Kalimantan and some other places across
the country may be the result of the government's lack of
firmness and consistency in discovering and taking action against
provocateurs.

The government always blames provocateurs for the outbreaks of
a riot in Tasikmalaya, the "Ninja"-like killing spree in
Banjuwangi, a riot in Ketapang (Jakarta) and a massacre in
Kupang, East Nusa Tenggara, but it has never identified who the
provocateurs are.

As a result, a situation fraught with uncertainties has given
birth to mental vulnerability and apprehension on the part of the
community, a condition easily triggering the manifestation of
destructive emotions. One of the solutions to this problem may be
that the leadership of the Armed Forces should take wise measures
in accordance with prevailing procedures irrespective of ethnic
origin or religious background.
