Aceh Tamiang Government Targets Completion of Additional TKD Realisation by November 2026

The Aceh Tamiang district government is accelerating the realisation of its post-disaster recovery budget by targeting the additional Transfer to Daerah (TKD) to be fully spent by November 2026. The acceleration is directed at restoring roads, bridges, landslide points and basic infrastructure that support mobility and economic activity.

As of 25 August 2026, realisation of Aceh Tamiang’s additional TKD spending reached Rp8.1 billion of a Rp36.8 billion ceiling, or about 22 percent. This is an increase compared with the position on 24 July 2026, which was still at 3.58 percent. The budget is prioritised for infrastructure, health, education and basic services for affected communities.

Aceh Tamiang Regent Armia Pahmi said all regional work units (SKPK) receiving the budget have had their activity progress mapped. The district government is targeting the work and budget realisation to be completed earlier, before the end of the fiscal year.

“So, each SKPK receiving the budget has had its activity progress mapped. We know that this budget must be spent by December. Therefore, I hope that by November it will already be 100 percent,” Armia said in a statement on Wednesday (26/8/2026).

He made the remarks during a coordination meeting with the PRR Task Force at the Aceh Tamiang Regent’s Office in Aceh on Tuesday (25/8).

To maintain the target, the Regent and the Regional Secretary will evaluate activity progress every week. The evaluation is intended to ensure that financial realisation is in line with the quality of physical works and budget accountability.

“We will continue to pursue, supervise and evaluate every week. It will be evaluated by myself as Regent and also by the Regional Secretary so that this progress can be carried out properly,” Armia said.

In addition to the additional TKD, the Aceh Tamiang district government is optimising inter-regional financial assistance of Rp52 billion. The assistance comes from the Medan City Government amounting to Rp50 billion and the Padang City Government amounting to Rp2 billion to handle landslide-affected roads and improve residential drainage in flood-prone areas. Most activities are currently entering the procurement of goods and services stage.

The district government is also preparing Aceh Special Autonomy Funds for districts/cities amounting to Rp1.04 billion to support the recovery programme. Its use is directed, among other things, at building access roads to permanent housing and repairing ablution facilities and mosque toilets affected by the disaster.

Armia asked that all recovery budgets from the central government be absorbed optimally without leaving any remaining budget surplus. Low absorption risks affecting the regional budget allocation in the following year.

A representative of the Sumatra Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force from the Ministry of Home Affairs, Imran, appreciated the improvement in Aceh Tamiang’s TKD realisation while encouraging acceleration across all recovery budget sources.

“I want to say that if our budget still has a remainder at the end of the year, how can the transfer be increased next year? How can we prove that the transfer is insufficient when there is actually a remainder? If it is indeed insufficient, it should have been 100 percent realised before the end of the year. But if it is still 23 percent, how can we say it is insufficient,” Imran said.
