Banda Aceh (ANTARA) - The Aceh Provincial Government has excluded three deciles or groups of recipients from the Jaminan Kesehatan Aceh (JKA) programme for 2026, which has previously been covered through the Aceh Revenue and Expenditure Budget (APBA) each year. These are residents who fall into the prosperous category.

“During the implementation of JKA 2026, Aceh residents in the prosperous category (deciles eight, nine, and ten) will no longer be covered by JKA. This will apply from 1 May 2026,” said the Aceh Government Spokesperson, Muhammad MTA, in Banda Aceh on Tuesday.

For information, residents of Aceh in economic deciles one to five have previously had their coverage funded through BPJS or from the State Revenue and Expenditure Budget (APBN) under the National Health Insurance (JKN) programme (PBI-JK).

Meanwhile, for deciles six to ten, coverage has been directly funded by the Aceh government through the JKA programme, excluding TNI/Polri and civil servants (ASN).

Residents in the prosperous economic category (deciles eight, nine, and ten), numbering 544,626 people, will be excluded from the Aceh health insurance assistance recipients, meaning they will no longer be covered by JKA.

Based on data from the Aceh Provincial Government, out of a total population of 5.626 million in Aceh, 3.1 million are covered by BPJS through the APBN (deciles one to five). Then, for deciles six and seven through JKA, there are 557,266 people. For deciles eight to ten, who will no longer be covered by JKA, there are 544,626 people.

For this reason, he hopes that residents in the prosperous economic category can immediately switch to independent BPJS to maintain universal health coverage (UHC) or their health insurance.

He emphasised that this policy was taken by the Aceh government based on considerations of the region’s low financial capacity. Moreover, Aceh’s special autonomy funds have decreased by 50% from several years ago.

“This policy is certainly based on Aceh’s weak fiscal considerations, especially the special autonomy revenue declining by 50% from before,” said Muhammad MTA.
