The Aceh government, in collaboration with district and municipal governments, is accelerating the provision and completion of land legality to support the construction of permanent housing (huntap) for communities affected by disasters. This acceleration is also aimed at ensuring that the construction of permanent housing creates jobs and stimulates the local economy.

Based on updated data, the Aceh Government has proposed an increase in the requirement for permanent housing from the original 3arg34,777 units to 50,649 units. This total consists of 17,569 communal housing units and 33,080 units for independent relocation and in-situ housing. The proposal was discussed during a coordination meeting for post-disaster rehabilitation and reconstruction at the Aceh Disaster Management Agency Office in Banda Aceh on Monday (28/9).

To accelerate land readiness, the Aceh Government has deployed the Aceh Land Office to assist in managing locations situated within industrial plantation forest areas as well as central and regional government assets. District and municipal governments are also being urged to promptly finalise land documents, spatial planning compliance, and required preliminary permits.

“We are ensuring the timeline to track where and how to obtain at least the minimum principle permits requested by the Ministry of Housing and Residential Areas, so that when they execute the physical construction, there are no longer any issues on the ground,” said the Head of the Aceh Regional Secretariat Development Administration Bureau, Muhammad Fadhil, in a statement on Wednesday (30/9/2026).

This step is being followed up in North Aceh Regency through a meeting to assess the Approval of Spatial Planning Suitability (PKKPR) for non-business land acquisition for permanent housing.

The meeting, led by the North Aceh Regional Secretary Dayan Albar, synchronised spatial planning assessments, land acquisition plans, and land regulations with the Land Office, the Public Works and Spatial Planning Office (PUPR), sub-district governments, and relevant regional agencies.

Resolving spatial compliance is a crucial stage to ensure that permanent housing land can be used according to regulations and does not face issues when physical work begins. This process also provides certainty that the construction locations are safe, targeted, and can support sustainable community livelihoods.

Amidst the regional acceleration, the Sumatra Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) is overseeing the synchronisation of housing needs with the Ministry of Housing and Residential Areas (PKP), BNPB, and other relevant ministries and agencies. The oversight is primarily directed towards ensuring land status certainty so that the proposed increase in units can be aligned with planning schemes and government budget capabilities.

“Whether for independent, in-situ, ex-situ, or communal housing, the main factor determining feasibility is the land readiness from the local government,” said the Deputy Head of Planning, Control, Analysis, and Evaluation of the PRR Task Force, Imran.

The acceleration of construction is also being directed to provide broader economic benefits. In Gayo Lues Regency, the local government has requested that service providers working on four housing packages, with a total value of over Rp600 billion, involve local labour and create partnership opportunities for local businesses.

“I also hope and entrust the people of Gayo Lues Regency to be empowered. Perhaps they can serve as labourers, foundation diggers, and for other tasks. This is, of course, subject to the skills of the local craftsmen available in the area,” said the Regent of Gayo Lues, Suhaidi, during a construction preparation meeting for centralised relocation housing and supporting infrastructure, facilities, and utilities.

The Gayo Lues Regency Government guarantees support for land availability and has requested sub-district heads and village heads to assist in ensuring the smooth progress of the work. Service providers have also been asked to meet construction quality, timeliness, labour readiness, material and equipment availability, and occupational safety amidst the limited execution timeframe.
