Aceh Governor Revokes Regulation Limiting Public Health Insurance

Banda Aceh — The Governor of Aceh, Muzakir Manaf, also known as Mualem, has revoked Aceh Provincial Regulation (Pergub) Number 2 of 2026 regarding the Aceh Health Insurance (JKA), allowing the province’s residents to access medical treatment without decile-based restrictions.

“All people of Aceh can seek medical treatment as usual,” said Mualem following an evaluation meeting regarding the JKA regulation in Banda Aceh on Monday.

Furthermore, the Aceh Government has taken into account feedback from the Aceh Regional House of Representatives (DPRA), as well as students who participated in both demonstrations and discussions. “We are using these inputs to refine the regulation,” Mualem stated.

Consequently, Mualem has requested that all residents of Aceh proceed to hospitals for medical care as they normally would, without the need to worry about decile-based limitations. “Medical costs will be covered by the JKA for those requiring treatment under the JKA scheme. Therefore, there are no decile restrictions,” Mualem added.

The Aceh Government had previously implemented the JKA regulation starting 1 May 2026, which meant that residents in the more prosperous categories, specifically deciles eight to 10, were no longer covered by the JKA programme. Previously, residents in deciles one to five (the poor category) were covered through the National Health Insurance (JKN) Contribution Assistance Recipient (PBI) programme funded by the State Budget (APBN). Meanwhile, deciles six to 10 were funded through the JKA by the Aceh Government, excluding members of the TNI/Polri and civil servants (ASN).

However, under the previous regulation, JKA coverage was focused solely on residents in deciles six and seven, leaving those in deciles eight to 10 without coverage. This policy has now been revoked following the controversy it sparked among the people of Aceh.
