The Aceh Provincial Government is preparing the implementation of 766 activity packages sourced from the additional Transfer to Daerah (TKD) for the 2026 fiscal year, valued at Rp824.90 billion. The programme is directed towards supporting post-disaster rehabilitation and reconstruction, including repairing infrastructure and public services, as well as strengthening the recovery of the local economy. A total of 14 Aceh Government Work Units (SKPA) are responsible for executing all the activity packages. Based on a recapitulation as of 16 July 2026, 346 packages, or 45.2 percent with a value of Rp337.29 billion, have entered the physical implementation stage. Progress is expected to increase in the coming period. In terms of goods and services procurement, 447 packages, or 58.4 percent valued at Rp570.92 billion, have completed the provider selection process. Of these, contracts have been signed for 379 packages worth Rp546.25 billion. Aceh Regional Secretary M. Nasir stated that the acceleration of works is continuously accompanied by monitoring and control over all implementing agencies. He emphasised that oversight is necessary to ensure that increased budget absorption goes hand in hand with the quality of the work results. As of mid-July 2026, the financial realisation of the additional TKD activities at the provincial government level reached Rp98.79 billion, or 11.98 percent. This figure is expected to rise as physical works progress and payments are made for packages that have already been contracted. At the district and city level, the realisation of the additional TKD reached Rp27.32 billion, or 2.4 percent, comprising Rp6.94 billion for infrastructure, Rp2.95 billion for education, Rp1.91 billion for agriculture, and Rp15.53 billion for various other affairs. The acceleration of the additional TKD utilisation aligns with the directive of the Minister of Home Affairs, who also chairs the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction in Sumatra. The policy, outlined in Circular Letter Number 900.1.3/1084/SJ, allows the use of the additional TKD for pre-disaster, emergency response, and post-disaster needs, including economic recovery, improvement of basic services, construction and maintenance of roads and bridges, rehabilitation of agricultural facilities, and provision of housing for affected communities. In total, the Aceh Provincial Government and 23 district and city governments received additional TKD amounting to approximately Rp1.652 trillion. This support is intended to strengthen regional fiscal capacity and accelerate the conversion of budget allocations into tangible benefits for the community, particularly in areas still requiring infrastructure and basic service recovery.
