Aceh Government Prepares 766 Activity Packages for Additional TKD Realisation

The Aceh Provincial Government is preparing the implementation of 766 activity packages sourced from the additional Transfer to Regions (TKD) for the 2026 fiscal year, valued at Rp824.90 billion. The programme is directed at supporting post-disaster rehabilitation and reconstruction, including repairing infrastructure and public services, as well as strengthening community economic recovery.

Fourteen Aceh Work Units (SKPA) serve as the implementing bodies for all of these activity packages. Based on a recapitulation as of 16 July 2026, 346 packages, or 45.2 per cent, worth Rp337.29 billion have entered the physical implementation stage.

Work progress is expected to increase in the coming period. In terms of goods and services procurement, 447 packages, or 58.4 per cent, worth Rp570.92 billion have completed the provider selection process. Of that number, contracts have been signed for 379 packages worth Rp546.25 billion.

Aceh Regional Secretary M. Nasir said the acceleration of work continues to be accompanied by monitoring and control over all implementing regional apparatus. Oversight is necessary to ensure that increased budget absorption proceeds hand in hand with the quality of work outcomes.

“The Aceh Government continues to conduct intensive monitoring and control over all implementing SKPAs to ensure every activity runs on time, with the right quality, on target, and in accordance with applicable regulations,” said M. Nasir in a written statement on Tuesday (21 July 2026).

As of mid-July 2026, financial realisation of the additional TKD activities at the Aceh Government level had reached Rp98.79 billion, or 11.98 per cent. This figure is expected to continue rising in line with the addition of physical work and payments for packages whose contracts have been signed.

At the district and city level, realisation of the additional TKD was recorded at Rp27.32 billion, or 2.4 per cent. This realisation comprises Rp6.94 billion for the infrastructure sector, Rp2.95 billion for education, Rp1.91 billion for agriculture, and Rp15.53 billion for various other matters.

The accelerated utilisation of the additional TKD is being carried out in line with instructions from Home Affairs Minister Tito Karnavian, who also chairs the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction in Sumatra. These instructions are set out in Circular Letter Number 900.1.3/1084/SJ concerning the adjustment of the TKD for the 2026 fiscal year in the regional budgets of disaster-affected areas in Aceh, North Sumatra, and West Sumatra.

Under this policy, the use of the additional TKD can be directed towards pre-disaster, emergency response, and post-disaster needs. The scope of its use covers economic recovery, improvement of basic services, construction and maintenance of roads and bridges, rehabilitation of agricultural facilities, and the provision of housing for affected communities.

Overall, the Aceh Provincial Government and 23 districts/cities received additional TKD of approximately Rp1.652 trillion. Beyond strengthening regional fiscal capacity, this support is expected to accelerate the transformation of budgets into work that communities can directly feel, particularly in areas still requiring the recovery of infrastructure and basic services.
