The Aceh provincial government has ended the emergency recovery transition period for the ecological disaster as of 28 July 2026. The province will now enter the rehabilitation and reconstruction phase starting 1 August 2026, supported by a national master plan valued at Rp58.9 trillion for the 2026-2028 period. The decision was made by Governor Muzakir Manaf, known as Mualem, following recommendations from the Aceh Regional Leadership Coordination Forum meeting on 23 July 2026. ‘Various inputs and recommendations formed the basis for refining the proposal submitted to the central government to enter the rehab-recon phase,’ said Deputy Governor Fadhlullah during a coordination meeting in Banda Aceh on Tuesday. Fadhlullah expressed optimism that the recovery process would proceed optimally, noting the government has prepared a three-year national rehabilitation and reconstruction master plan. He also thanked the central government, particularly the Ministry of Home Affairs, the National Disaster Management Agency, the Public Procurement Agency, and other ministries and institutions for their support since the emergency response phase. The ecological disaster, which struck Aceh in November 2025, affected 18 districts and cities, 203 sub-districts, and 3,046 villages, impacting over 2.5 million people and causing 562 fatalities. During the transition period, construction of temporary housing reached 99 percent completion, while the second phase of permanent housing construction has only reached about 4 percent. Recovery of roads, bridges, river control systems, schools, health facilities, and other public infrastructure still requires acceleration. Despite entering the rehabilitation and reconstruction phase, Deputy Governor Fadhlullah confirmed that emergency response efforts will continue in areas still affected. Home Affairs Minister Tito Karnavian approved Aceh’s move to the rehabilitation and reconstruction phase but cautioned against forcing all districts and cities to follow the same timeline if local conditions are not yet conducive. Regarding the Rp58.9 trillion budget, Tito demanded full public disclosure of all expenditures to ensure community oversight of the recovery process.
