Access to 28 million child accounts restricted since implementation of PP Tunas
Jakarta (ANTARA) - The Minister of Communication and Digital, Meutya Hafid, stated that the government has restricted access to 28 million child accounts on digital platforms since the implementation of Government Regulation Number 17 of 2025 concerning the Governance of Electronic System Implementation for Child Protection, known as PP Tunas, in March 2026.
“Six months after the implementation of PP Tunas, we have recorded that a total of 28 million Indonesian child accounts have now received protection from various risks,” Meutya said during a press conference at the Ministry of Communication and Digital office in Jakarta on Monday.
The restriction of access to these 28 million child accounts covers eight high-risk digital platforms targeted in the initial phase of PP Tunas, namely YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live, and Roblox.
Meutya noted that the Roblox platform has made progressive changes to comply with PP Tunas during this initial phase.
“The one that has made quite progressive changes is Roblox, which has developed and implemented several child protection feature modifications that were initially applied specifically in Indonesia and have a direct impact on users,” she explained.
Roblox has implemented age-based classification mechanisms and moved 23 million child accounts to special ‘Roblox Kids’ accounts.
Additionally, Roblox has introduced age estimation technology using facial recognition and has removed communication features that allowed child accounts to communicate with unknown users.
By comparison, the X platform reported that it has locked 250,000 accounts belonging to children under the age of 16. This figure is considered far below the estimated seven million child accounts on X.
The platform, owned by conglomerate Elon Musk, has yet to open a representative office in Indonesia, which the government believes complicates efforts to coordinate, monitor, and evaluate the implementation of child protection obligations.
“We hope that X can soon open a representative office in Indonesia to facilitate our monitoring of PP Tunas implementation by this platform,” Meutya said.
Meutya stated that in the latest report from May 2026, Meta had blocked 184,000 child accounts on Facebook. “This figure is still far from the total number of children we estimate to be approximately 33 million across the Meta group,” she said.
Alphabet Inc.’s YouTube platform, the parent company of Google, reported in its latest update that it had deactivated over 600,000 child accounts in April 2026. The government expressed appreciation for the implementation of safe search features provided by YouTube to comply with PP Tunas.
Meanwhile, TikTok reported four months ago that 4.1 million child accounts on its platform had been deactivated. However, the platform has not yet provided updated data regarding the total number of deactivated child accounts, nor has it reported changes or new features aimed at enhancing child protection in accordance with PP Tunas.
Bigo Live reported the deactivation of 9,409 child accounts on its platform and has set a minimum user age of 18 years.
Meutya stated that the government can impose administrative sanctions on platforms that fail to meet their obligations, ranging from written warnings and administrative fines to the termination of access.
“Of course, we do not hope to resort to this and hope that these platforms make significant and noticeable changes within the framework of complying with existing regulations in Indonesia,” Meutya concluded.
