Accelerating Land Acquisition for Ciliwung River Normalisation to Meet 2027 Target
The government is continuing the normalisation of the Ciliwung River in Jakarta. Deputy Minister of Public Works Diana Kusumastuti stated that one of the obstacles causing delays in the completion target for the Ciliwung River normalisation is land acquisition by the Jakarta Provincial Government. However, the Ministry of Public Works and the Jakarta Provincial Government have set a new target for the land acquisition along the riverbanks spanning 16 kilometres to be completed by 2027. Previously, Jakarta Governor Pramono Anung said that the Provincial Government has prepared a budget of Rp 232 billion for land acquisition for the Ciliwung River normalisation in two sub-districts. The two sub-districts in question are Cililitan with 37 plots at a budget of Rp 111 billion and Pengadegan with 54 plots at a budget of Rp 121 billion, making the total for the two sub-districts Rp 232 billion. “Thus, these two sub-districts are the ones we will carry out for the Ciliwung normalisation,” said Pramono on Friday (21/11/2025). On the other hand, the budget requirement for the Ciliwung River normalisation from the Ministry of Public Works reaches Rp 1.2 trillion. “To build this 16-kilometre embankment, it might require Rp 1.2 trillion,” said David during a media visit at the Ciawi Dam in Bogor, West Java, on Thursday (11/12/2025). Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) stated that the normalisation of the 33-kilometre river has currently reached 52 per cent, or 17 kilometres completed. “The remaining 16 kilometres, I hope can be done progressively, hopefully without widening obstacles,” said AHY. “But of course there are several factors, dynamics and others, so this is delayed, 2028-2029. So it can be said that we are focusing on the next two years to complete it,” said AHY. AHY also stated that the condition of rivers in Indonesia is in a critical state.
