Accelerated Spatial Planning Integration with OSS Key to Attracting Infrastructure Investment

Jakarta — Director General of Spatial Planning at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Suyus Windayana, has affirmed that accelerating the preparation and integration of Detailed Spatial Plans (RDTR) with the Online Single Submission (OSS) system is the primary key to attracting investment in Indonesia's infrastructure sector.

He made the remarks at a thematic forum on Infrastructure Investment Process in Indonesia, held as part of the International Conference on Infrastructure (ICI) 2025 at the Jakarta International Convention Center on Wednesday (11/06/2025).

In his presentation, Suyus Windayana explained that the government has created two main policies to attract investors, one of which is the regulation embodied in the Job Creation Law and Government Regulation No. 21 of 2021.

"That government regulation provides numerous facilitations, both for business activities, non-business activities, and national strategic projects," he said.

The Ministry of ATR/BPN continues to push for the accelerated preparation of RDTR across various regions, with a target of 2,000 RDTR to be issued in the coming years, and more than 100 RDTR issued annually.

Suyus Windayana highlighted the significant impact of RDTR integrated with OSS on the speed of location permit services and other business licensing. "Based on the data, from the roughly 350 RDTR already integrated with OSS, investment permit applications have reached approximately 340,000. Compare that with areas that do not yet have RDTR and are not connected to OSS, where only around 20,000 services have been processed. So, when OSS is available, services are faster — it can be done in one day," he explained.

He also emphasised that Spatial Utilisation Activity Conformity (KKPR) based on RDTR serves as the initial gateway in the business licensing process, making the acceleration of RDTR integration a national priority.

Currently, of the 645 RDTR that have been prepared, only 352 are integrated with OSS. To speed up this integration, the Ministry of ATR/BPN is preparing a joint Circular Letter with the Ministry of Investment so that all regional heads promptly connect their completed RDTR to the OSS system.

"So that it is easier, faster, and certainly more attractive to investors," Suyus Windayana concluded.

Through this forum, the Ministry of ATR/BPN reaffirmed its commitment to supporting an efficient, transparent, and measurable spatial planning-based investment ecosystem. The forum also featured speakers from the Ministry of Investment/BKPM, the Ministry of Public Works, the Ministry of Forestry, and the Indonesian Chamber of Commerce and Industry (KADIN).
