Abolishing Levies on Banks and Others, OJK Avoids Conflicts of Interest

The abolition of levies on financial services actors by the Financial Services Authority (OJK) is considered capable of avoiding conflicts of interest between the regulator and the industry.

This was stated by Deputy Chairman of DPR RI Commission XI, Fauzi Amro, when met at the DPR RI building in Jakarta, quoted on Tuesday (7/4/2026).

“If it collects from entity A, it collects from banks, it collects from insurance, it collects from other entities, there must be interests behind that. Thus, OJK lacks independence from the financial services industry actors,” said Fauzi.

This proposal is planned to be included in the revision of Law No. 4 of 2023 on the Development and Strengthening of the Financial Sector (P2SK). Fauzi hopes that OJK’s independence in the future will be better maintained.

“Well, when the OJK law is separate, we hope that OJK has independence. How can the one that supervises also be the one that collects? There is no independence there, we see. That means it’s tainted with interests,” he said.

Nevertheless, Fauzi added that OJK will not lose its funding source. OJK will be assisted through surpluses from Bank Indonesia (BI) and the Deposit Insurance Corporation (LPS).

“Well, the idea from colleagues is, for example, how about we propose the idea that the levy is taken from BI surplus and LPS surplus. BI surplus is around Rp78 trillion, LPS surplus is around Rp42 trillion. So if combined, it’s almost Rp115-Rp120 trillion,” he revealed.

He mentioned that so far, those surplus budgets have entered the State Budget (APBN), which is in the nature of non-tax state revenue (PNBP). However, that could pose problems for other sectors.

“But we already know that if in the course of funding, OJK’s funding source is truly from BI and LPS surpluses, we hope this institution is independent. But this is just a discourse,” he said.
