Abdul Rahman Farisi: DBH Strengthens Regional Independence
Golkar Party Central Executive Board (DPP) Secretary for Economic Policy, Abdul Rahman Farisi, believes that the push by Golkar Party Chairman Bahlil Lahadalia for the Golkar faction in the DPR to pay attention to the Dana Bagi Hasil (DBH) for natural resource-producing regions is a momentum to ensure that regions contributing significantly to state revenue receive proportional benefits.
According to him, DBH for natural resource (SDA) producing regions must become an instrument of fiscal justice as well as capital for building regional independence.
“DBH should not be viewed merely as a routine transfer from the centre to the regions. DBH must become an instrument of fiscal justice and capital for building regional economic independence,” said Abdul Rahman in his statement on Wednesday (19/8/2026).
He said that many resource-rich regions complain that their contribution to state revenue is large, but the economic benefits felt by local communities are not always proportional.
Therefore, Abdul Rahman urged that DBH be directed towards financing strategic needs such as infrastructure, education, health, connectivity, and new economic development.
“DBH must not be exhausted on routine spending. Natural resource wealth must be transformed into long-term investment so that when natural resources are depleted, the region still has sources of economic growth,” he said.
Abdul Rahman also proposed strengthening earmarking policies so that a portion of DBH is specifically allocated for strategic sectors.
According to him, such a scheme is important to prevent regional dependence on natural resource revenues.
“The success of DBH is not measured by the size of the funds transferred, but by how much those funds are able to improve community welfare and create regional economic independence,” he stressed.
He added that attention to DBH also strengthens Golkar Party’s alignment with natural resource-producing regions.
“Natural resource-producing regions must become an important part of national development. Golkar must ensure that natural wealth not only generates state revenue, but also leaves a legacy of quality human resources, strong infrastructure, and an independent regional economy,” concluded Abdul Rahman.
