A Peek into Government Coffers at BI and Banks: A 'Mountain' of Dollars to Yen
Jakarta, CNBC Indonesia – The value of the government’s rupiah-denominated cash and cash equivalents in 2025 reached Rp 123.16 trillion, held in government accounts at Bank Indonesia (BI) and partner commercial banks.
According to the 2025 Central Government Financial Report (LKPP), audited by the Supreme Audit Agency (BPK), government cash as of 31 December 2025 was slightly lower than the Rp 180.92 trillion recorded as of 31 December 2024.
“It fell by Rp 57.75 trillion, or 31.92%, compared with 2024,” the BPK audit report on the 2025 LKPP stated, as cited on Thursday (30/7/2026).
The drop in the government’s cash balance was chiefly caused by a significant decline in the Other BI Account (SAL), which fell by Rp 107.23 trillion, or 68.18%, from Rp 157.27 trillion to Rp 50.05 trillion.
On the other hand, the government’s cash balance in the Rupiah Placement Account rose by Rp 50.03 trillion, an increase of exactly 100%.
“The largest part of the decline was the transfer of SAL funds held at BI into state money placement instruments at partner commercial banks, totalling Rp 200,000,000,000,000, pursuant to Finance Ministerial Decree Number 276 of 2025 on the Placement of State Funds in the Framework of Managing Cash Surpluses and Shortfalls to Support the Implementation of Government Programmes,” according to the BPK report.
The breakdown of cash in government accounts at BI and commercial banks as of the end of 2025 is as follows:
For government cash denominated in foreign currency, whether at BI or commercial banks, the value reached Rp 27.37 trillion. This foreign currency pile in government cash accounts fell by Rp 169.10 trillion compared with the previous year.
“It declined by Rp 141.72 trillion, or 83.81%, compared with the value as of 31 December 2024,” according to the BPK report.
The largest decline came from cash in the SAL account held in US dollars, worth Rp 135.96 trillion — a 100% fall.
That biggest decrease was a transfer of SAL funds held at BI into state money placement instruments at partner commercial banks, totalling Rp 200,000,000,000,000, under Finance Ministerial Decree Number 276 of 2025.
These foreign currency government accounts at BI and commercial banks are used to receive state revenues and pay all state expenditures in foreign currency.
Foreign currency in the State General Cash Account (RKU) comprised US dollars equivalent to Rp 139.53 billion, down from Rp 537.26 billion a year earlier; yen worth Rp 24.31 billion, up from Rp 21.66 billion; and euros of Rp 3.89 billion, down from Rp 23.22 billion.
In the form of placement accounts, US dollar holdings equalled Rp 7.20 trillion, up from Rp 3.67 trillion; euros stood at Rp 3.73 trillion, down from Rp 21.60 trillion; and yen at Rp 14.69 trillion, up from Rp 5.97 trillion. There were also Australian dollars equivalent to Rp 132.73 billion in 2025, where previously there had been none.
The foreign currency SAL account was no longer recorded following the transfer to partner commercial banks, having previously stood at Rp 135.96 trillion. Special accounts in foreign currency rose to Rp 1.39 trillion from Rp 1.30 trillion previously. There was also a placement account in CNH, the Chinese yuan traded in Hong Kong, worth Rp 38.55 billion.
