A Glimpse into the Governance of Indonesia's Mineral Mining Industry
The national mineral mining industry is facing increasingly complex challenges. These include global market dynamics, demands for increased added value, the implementation of sustainability practices, and the need for investment and technological innovation.
These challenges demand better collaboration between the government, industry players, academics, and other stakeholders to formulate strategic steps to strengthen governance and the competitiveness of the mineral mining industry. This strengthening effort is clearly very important, considering that the mineral mining sector is one of the main pillars of national economic growth.
One of the government’s strategic steps to strengthen governance in the mineral mining sector is the formation of a special export state-owned enterprise, namely PT Danantara Sumberdaya Indonesia (DSI). As a result, all export activities for natural resources such as coal, crude palm oil (CPO), and ferro alloy can only be carried out by PT DSI.
Although it has sparked debate, the effort to centralise commodity export activities already has a legal basis, namely Minister of Trade Regulation No. 15 of 2026 concerning Policies and Regulation of Exports of Strategic Natural Resource Commodities for Coal. This trade ministry regulation comes into effect on 1 June 2026. This rule is actually a derivative of Government Regulation No. 24 of 2026 concerning Governance of Strategic Natural Resource Commodities.
In addition to consolidating commodity exports, the government is also paying more attention to eradicating illegal mining. In this regard, the government, through the Ministry of Energy and Mineral Resources, has mapped the locations of Unlicensed Mining across various regions of Indonesia, including Bangka Belitung, Central Sulawesi, Gorontalo, Maluku, North Sulawesi, and Banyuwangi. After the mapping of illegal mining areas is carried out, the next step is the presence of the state through law enforcement officials in the form of enforcement actions.
