96,000 Officials Yet to Submit LHKPN Reports, MAKI Urges KPK to Disclose Their Names
The Indonesia Anti-Corruption Society (MAKI) is urging the Corruption Eradication Commission (KPK) to act more decisively against state officials who evade or manipulate their Wealth Reports for State Organisers (LHKPN). One proposed measure is to reveal the identities of officials who have not complied.
This call comes after the KPK recorded that 96,000 out of a total of 431,468 required reporters have yet to submit their LHKPN. The data highlights that compliance rates remain a serious issue among state organisers.
MAKI coordinator Boyamin Saiman attributes the low compliance to weak enforcement of sanctions.
“Many officials dare not to report their LHKPN because there are no firm sanctions. The KPK also never delves deeper into the details of the submitted LHKPN, allowing manipulations to occur,” Boyamin stated when contacted on Monday (30/3).
Boyamin urged the KPK not only to release compliance figures but also to announce the names of officials who have not yet reported their LHKPN for 2025. He views this as essential for transparency and as a form of social sanction for non-compliant officials.
“So, those who comply get rewarded by having their compliance announced. As for those who don’t, just announce them,” he said.
He argued that announcing the identities of non-reporting officials would not breach privacy, as it would not include details of personal assets. For Boyamin, the obligation to report wealth is part of public officials’ responsibilities that must be fulfilled openly.
Boyamin also criticised the KPK’s communication approach, which he sees as limited to providing aggregate figures without identifying non-compliant reporters.
“If the KPK only talks about numbers, it gives the impression of protecting them,” he remarked.
Furthermore, Boyamin believes the KPK needs to rebuild public trust amid recent criticisms, including the controversy involving former Minister of Religious Affairs Yaqut Cholil Qoumas.
“Seeing the KPK now growing weaker, especially with the Yaqut affair. So, don’t blame the officials either. The KPK must improve itself in elegant ways,” he said.
Meanwhile, KPK spokesperson Budi Prasetyo stated that the majority of required reporters have fulfilled their obligations. As of 11 March 2026, the LHKPN compliance rate has reached 67.98 percent.
“This obligation applies to leaders of state institutions, cabinet members, heads of government and non-structural bodies, regional heads, judges, directors of state-owned enterprises (BUMN) and regional state-owned enterprises (BUMD) across Indonesia, and other officials,” Budi explained.
The KPK reminded all state organisers to submit accurate, complete, and timely LHKPN via the official website before the 31 March 2026 deadline. (Z-10)
He also hoped that the public would not forget and remain critical in assessing public officials’ behaviour, especially ahead of the 2029 political contests.
Executive sector officials have the highest number of unsubmitted LHKPN, with 81,344 out of 333,734 state organisers.
The House of Representatives (DPR) is limited to evaluating and recommending the evaluation results to relevant authorities, such as the Supreme Court (MA) or even the President.
