95 Percent Disbursed: Manpower Ministry Distributes Rp 9.63 Trillion in Wage Subsidies
The Ministry of Manpower (Kemnaker) has announced that the distribution of the Wage Subsidy Assistance (BSU) for 2025 has reached 95 percent of its target. The BSU is a government economic stimulus programme which ran from June to July 2025, targeting 15 million recipients. “We have realised 95 percent, and the approximately 5 percent that was not realised is related to data issues,” said Manpower Minister Yassierli during a working meeting with Commission IX of the Indonesian House of Representatives in Jakarta on Monday. According to him, the BSU budget reached Rp 10.32 trillion for 15 million recipients. Around 95 percent, or Rp 9.63 trillion, was realised, while 5 percent could not be disbursed due to data problems. Yassierli explained that the budget estimation for the BSU was based on data from the Social Security Administering Body for Employment (BPJS Ketenagakerjaan), which was still in a data refinement phase at the time. Beyond the BSU programme targeting workers, the ministry also provided assistance through a national apprenticeship programme for prospective workers, targeting 100,000 people. “The realisation for the national apprenticeship programme is 102 percent, with a budget of over Rp 300 billion,” he stated. He added that the ministry also provided assistance for workers affected by layoffs through the Job Loss Guarantee (JKP) programme, with a total budget of Rp 1.2 trillion. “The third largest group of beneficiaries are the JKP participants, numbering over 17 million. So they represent workers, those are the BSU recipients, prospective workers in the national apprenticeship programme, and those affected by layoffs are covered by the government’s JKP programme,” he said. He further noted that in the 2025 State Budget, the Ministry of Manpower realised 90.21 percent of its total received budget of Rp 3.66 trillion. According to him, this Rp 3.66 trillion state budget figure excludes the BSU programme with its Rp 10 trillion budget and a blocked budget ceiling of Rp 1.29 trillion. Meanwhile, Non-Tax State Revenue for 2025 reached Rp 2.24 trillion, or 144.8 percent of the set target. “The Non-Tax State Revenue target for 2025 was Rp 1.54 trillion,” he said.
