Serang City Mayor Budi Rustandi stated that the local government currently provides only partial salary support for part-time State Education Officials (P3K). According to him, some educators are fully paid through the School Operating Assistance (BOS) or School Operating Assistance Fund (BOSP), whilst others receive supplementary support from the municipal regional budget (APBD).

Budi reported that Serang City currently employs 899 part-time P3K educators. Of these, 569 teachers receive full payment from BOS, whilst 330 receive salaries partly funded through BOS with municipal APBD supplementation.

Budi explained that the total salary budget for the 899 part-time P3K educators reaches IDR 12.96 billion. Serang City Government contributes IDR 1.21 billion, whilst IDR 11.75 billion is covered through the School Operating Assistance Fund (BOSP).

“BOS funds are not uniformly distributed across all positions. So where coverage gaps exist, for example when a teacher’s BOS-sourced salary is only IDR 300,000, we top it up to IDR 1 million,” Budi stated on Friday (27 February 2026).

According to Budi, January salaries have been disbursed, whilst February payments remain in process. “January has been paid out and February payments are currently being processed. The BOS system is functioning,” he noted.

However, Budi referenced new regulations requiring the City Government to fund the complete salaries of all P3K educators, mandating that the city allocate funds through the amended APBD.

“In the 2026 amended APBD, we can no longer use BOS due to ministerial directives. Going forward, full APBD funding will be required, with an estimated additional allocation of approximately IDR 11 billion,” he stated.

Previously, the Teachers’ Professional Association (P2G) received reports from part-time P3K educators in Serang City regarding salary concerns. P2G indicated that some teachers receive only approximately IDR 130,000 monthly from BOS funds.

Iman Zanatul Haeri, Head of Teacher Advocacy at P2G, reported that 954 teachers and education personnel (tendik) serving as part-time P3K are employed in Serang City. They were symbolically inaugurated by the City Government on 23 October 2025.

“954 teachers and education personnel in Serang City were symbolically inaugurated as part-time P3K on 23 October 2025, yet to date have not received formal appointment letters,” Iman stated on Thursday (26 February).

According to him, since January 2026 the educators have received minimal salaries with varying amounts, ranging from IDR 130,000 to IDR 960,000 monthly.
