8 Defendants in TKA Permit Corruption Case at Ministry of Manpower Prosecuted for 4-9.5 Years Imprisonment
Eight defendants in a case of extortion related to the processing of foreign worker (TKA) permits at the Ministry of Manpower have been prosecuted for 4 to 9.5 years in prison. Prosecutors are convinced that the defendants committed corruption.
The prosecution hearing was held at the Central Jakarta Corruption Court on Monday (30/3/2026). Prosecutors also demanded fines and restitution payments from the defendants.
“Based on the description above and considering the relevant legal provisions in this case, we, the Public Prosecutors in this case, demand that the Panel of Judges of the Corruption Crimes Court at the Central Jakarta District Court, which examines and tries this case, decides and declares that the Defendant Haryanto has been legally and convincingly proven guilty of committing the criminal act of corruption,” stated the prosecutor while reading the indictment.
Prosecutors stated that the aggravating factors for the prosecution include the defendants’ actions not supporting the government’s programme in eradicating corruption. Meanwhile, the mitigating factors include the defendants being frank about their actions, having family dependents, and having no prior convictions.
Prosecutors stated that the defendants are guilty of violating Article 12e in conjunction with Article 18 of the Corruption Eradication Law in conjunction with Article 55 paragraph 1 first of the Criminal Code in conjunction with Article 64 paragraph 1 of the Criminal Code as per the first charge.

Putri Citra Wahyoe, Hotline Officer for RPTKA in the 2019-2024 period and Verifier for RPTKA Approval at the Directorate for Controlling Foreign Worker Utilization (PPTKA) in 2024-2025. Prosecuted for 6 years imprisonment, a fine of Rp 350 million subsidiary 110 days detention, and restitution of Rp 6,396,833,496 subsidiary 2 years imprisonment.
Jamal Shodiqin, TU Analyst at the Directorate of PPTKA in 2019-2024 who was also the First Expert Staff at the Directorate of PPTKA in 2024-2025. Prosecuted for 6 years imprisonment, a fine of Rp 350 million subsidiary 110 days detention, and restitution of Rp 551,160,000 subsidiary 1 year imprisonment.
Alfa Eshad, Junior Expert Staff at the Ministry of Manpower in 2018-2025. Prosecuted for 6 years imprisonment, a fine of Rp 350 million subsidiary 110 days detention, and restitution of Rp 5,239,438,471 subsidiary 2 years imprisonment.
Suhartono, Director General of the Development of Workforce Placement and Expansion of Employment Opportunities (Binapenta and PKK) at the Ministry of Manpower in 2020-2023. Prosecuted for 4 years imprisonment, a fine of Rp 150 million subsidiary 70 days detention.
Haryanto, Director of PPTKA in 2019-2024 who was also Director General of Binapenta and PKK in 2024-2025 and currently serves as Special Staff to the Minister in the Field of International Relations. Prosecuted for 9.5 years imprisonment, a fine of Rp 700 million subsidiary 160 days detention, and restitution of Rp 84,720,680,773 subsidiary 6 years imprisonment.
Wisnu Pramono, Director of PPTKA in 2017-2019. Prosecuted for 9.5 years imprisonment, a fine of Rp 700 million subsidiary 160 days detention, and restitution of Rp 25,201,990,000 subsidiary 4 years imprisonment.
Devi Angraeni, Director of PPTKA in 2024-2025. Prosecuted for 6.5 years imprisonment, a fine of Rp 350 million subsidiary 110 days detention, and restitution of Rp 3,250,392,000 subsidiary 3 years imprisonment.
Gatot Widiartono, Coordinator of Analysis and Control of Foreign Worker Utilization (PPTKA) in 2021-2025. Prosecuted for 7 years imprisonment, a fine of Rp 500 million subsidiary 140 days detention, and restitution of Rp 9,479,318,293 subsidiary 3 years imprisonment.
Charges
For information, prosecutors charged the eight defendants in this case with extorting agents handling foreign worker utilisation plans (RPTKA) within the Ministry of Manpower from 2017 to 2025. The total value is Rp 135.29 billion.
“The defendants forced employers and RPTKA processing agents submitting applications to provide a certain amount of money or goods, and if not fulfilled, the RPTKA applications would not be processed,” stated the prosecutor while reading the indictment at the Central Jakarta Corruption Court on Friday (12/1).
Prosecutors said the defendants also demanded that the agents provide goods in the form of one Vespa Primavera 150 ABS A/T motorcycle unit and one Innova Reborn car unit. This extortion was carried out to enrich the Ministry of Manpower civil servants.
The details are enriching Putri by Rp 6.39 billion, Jamal Rp 551.16 million, Alfa Rp 5.24 billion, Suhartono Rp 460 million. Then, Haryanto Rp 84.72 billion and one Innova Reborn car unit, Wisnu Rp 25.2 billion and one Vespa Primavera 150 ABS A/T motorcycle unit, Devi Rp 3.25 billion, and Gatot Rp 9.48 billion.
