5 Provinces with the Highest Downstream Sector Investment Realisation in Early 2026
The downstream programme has become one of the government’s primary strategies to strengthen the national economic structure. Through this policy, natural resources that were previously exported as raw materials are processed domestically to generate higher added value. In addition to driving industrial growth, downstreaming also plays a role in creating jobs, increasing the export of processed products, and strengthening Indonesia’s competitiveness in the global market.
Based on data from the Ministry of Investment and Downstreaming/BKPM, total downstream investment realisation in the first quarter of 2026 reached Rp147.5 trillion, or approximately 29.6% of the total national investment realisation during the same period. This figure represents an 8.2% growth compared to the previous year (year-on-year).
The mineral sector was the largest contributor to investment, with a value of Rp98.3 trillion. Meanwhile, the plantation and forestry sectors recorded investment realisation of Rp29.8 trillion, followed by oil and gas at Rp17.7 trillion. Additionally, the fisheries and marine sector contributed Rp1.7 trillion to the total national downstream investment at the beginning of this year.
In terms of regional distribution, Central Sulawesi was the province with the highest downstream sector investment realisation in early 2026, with a value of Rp24.1 trillion. The second position was held by North Maluku at Rp18.6 trillion, which is also known as one of the national centres for nickel processing industry development. West Java ranked third with investment realisation of Rp13 trillion, followed by West Nusa Tenggara at Rp12.9 trillion and the Riau Islands at Rp9.6 trillion.
The dominance of these provinces demonstrates that downstream investment is not only concentrated on Java, but is also developing rapidly in eastern Indonesia, which possesses abundant natural resource potential.
