5 Facts on WhatsApp Business Rate Updates October 1
TEMPO.CO, Jakarta - Users of the WhatsApp Business Platform need to prepare for a revised pricing scheme that takes effect on October 1, 2026. The adjustment targets the cost of business-to-customer messaging, specifically service and utility messages delivered within the 24-hour conversation window.
This shift does not imply that every WhatsApp Business feature will carry a fee. Messages initiated by customers will remain free of charge, with new rates applying strictly to specific message categories dispatched through the WhatsApp Business Platform.
Here are five key facts regarding the WhatsApp Business price updates starting October 1, 2026.
- Service messages will be charged
One of the main modifications involves service messages. These communications refer to non-template replies sent by companies within 24 hours of receiving an inquiry from a customer.
Effective October 1, 2026, service messages in Indonesia will cost Rp356.65 per message once the complimentary allowance is exhausted. Previously, businesses could send these replies free of charge within the 24-hour customer support window.
- 1,000 free service messages per month
While service messages are becoming billable, Meta offers a monthly allowance of 1,000 free messages for every registered business phone number.
Additional fees kick in only after a business surpasses this monthly threshold. This quota applies per individual business number and does not carry over to subsequent months if unspent. Consequently, enterprises sending up to 1,000 service messages per month will incur no extra service charges from Meta.
- 24-hour utility messages also change
Another adjustment impacts utility messages. Prior to October 1, 2026, utility messages issued within the open 24-hour customer service window were complimentary.
Beginning October 1, utility messages sent during that frame will be billed from the very first dispatch. For recipients holding Indonesian numbers, the official rate card effective October 1, 2026, sets the fee at Rp356.65 per message. Meanwhile, utility messages sent outside the 24-hour window were already billable, meaning this policy update mostly affects messages sent while the support window remains active.
- Not all WhatsApp Business messages are subject to the new rates
The revised pricing scheme does not apply to every form of interaction on the WhatsApp Business Platform. Incoming messages from customers to companies will stay entirely free. Furthermore, conversations held within the 72-hour grace period after a user clicks through a Click-to-WhatsApp advertisement remain free of charge.
As a result, companies must distinguish among incoming customer inquiries, service messages, utility notifications, marketing communications, and other formats, given that each category carries distinct billing rules.
- Changes apply to the WhatsApp Business Platform
Another crucial point is that these updates apply specifically to the WhatsApp Business Platform, including integrations using the WhatsApp Business API or Cloud API. Hence, these rules do not affect the standard WhatsApp Business mobile app used by small merchants directly on smartphones to chat with clients.
WhatsApp clarifies that its Business Platform allows firms to reply to user inquiries without pre-approved templates provided the response occurs within 24 hours of the user’s last message. Beyond this window, companies are required to utilize approved message templates.
With the new structure taking effect on October 1, 2026, businesses using the WhatsApp Business Platform must closely track their monthly volume of service messages alongside in-window utility message usage. This is vital to avoid unexpected operational expenses stemming from the rate adjustment.
