5.23 Million Civil Servants Without Own Homes Eligible for 30-Year Mortgage
Jakarta, CNBC Indonesia - Head of the State Civil Apparatus Agency (BKN) and Chairman of the Indonesian Civil Servants Corps (Korpri), Zudan Arif Fakrulloh, has officially launched the ‘Civil Servant Housing’ programme to provide affordable homes for civil servants, including civil servants (PNS) and government employees (PPPK).
Zudan stated that this programme, in collaboration with PT Bank Tabungan Negara (BTN), is a strategic step by Korpri to address the basic needs of civil servants, particularly the ownership of decent and affordable housing.
He believes that the welfare of civil servants not only affects their quality of life but also impacts the integrity and quality of public services.
‘Civil servants must have stable housing to work optimally and focus on serving the public. That’s why Korpri is stepping in to bridge the needs of civil servants through concrete and sustainable programmes,’ he said in a press release, cited on Friday (29 May 2026).
According to Zudan, the programme is crucial for civil servants as a significant portion still lack homes compared to those who own them.
He noted that out of approximately 6.7 million civil servants in Indonesia, only 22% (1.47 million) own homes, leaving 78% (5.23 million) without.
To address this challenge, Korpri has partnered with BTN for the provision and financing of civil servant housing, including a mortgage (KPR) scheme with a 30-year term. The programme is designed to support the target of building 3 million homes for civil servants.
BTN President Director Nixon L. P. P. Napitupulu stated that civil servants are a strategic segment in the national housing finance sector.
He confirmed that BTN, together with Korpri, plans to prepare special financing schemes, including non-subsidised housing provision and financing with up to 30-year KPR terms.
‘We aim to provide housing certainty for civil servants through more flexible and affordable financing policies,’ Nixon said.
