40+ Parliamentary Leaders Agree Indonesia to Host ISC-3 2027
Indonesia has been unanimously selected by more than 40 parliamentary leaders and international organisations to chair and host the third Inter-Parliamentary Speakers’ Conference (ISC-3), to be held in 2027. The agreement was reached during ISC-2, which took place in Phnom Penh, Cambodia, on 26–28 August 2026.
The Phnom Penh Declaration issued at the close of the meeting specifically expressed full confidence in and support for the Regional Representative Council of the Republic of Indonesia (DPD RI) as the organiser of ISC-3, in cooperation with the ISC Secretariat General in Geneva.
Messages delivered by DPD RI Speaker Sultan Baktiar Najamudin in his address were also incorporated into the Phnom Penh Declaration, particularly regarding the importance of all countries upholding the authority of international law and the principles of multilateralism, which are increasingly being violated and disregarded in relations between nations.
Sultan stressed the importance of building lasting friendship among all countries in order to enhance cooperation in various fields for the welfare of the people of participating nations.
“Abandon the old adage that if you want peace, prepare for war. That is dangerous. Because injustice anywhere threatens justice everywhere,” Sultan said in a written statement on Friday (28/8/2026).
Sultan also expressed his belief that maintaining friendship and relations between countries is important in foreign policy. According to him, this commitment is essential for creating harmony and maintaining regional stability.
“Indonesia believes that a thousand friends are too few, and one enemy is too many. Therefore, make more friends, not enemies, especially among neighbouring countries that are destined to live side by side forever,” Sultan urged.
Sultan also highlighted the very rapid changes in the world order, which do not always have a clear direction. This situation is considered to be causing anxiety for global geopolitics.
“The very rapid, directionless transformation in the current world order has created uncertainty that worries all countries,” Sultan said.
According to Sultan, these global challenges and uncertainties must be addressed by strengthening diplomacy between legislative institutions.
“Therefore, parliaments of friendly countries need to increase interaction and cooperation to share knowledge, expertise and experience so that the parliamentary function becomes more effective in the decision-making process,” Sultan continued.
To that end, Sultan proposed the establishment of an inter-parliamentary working group network among ISC member countries to realise increased parliamentary cooperation across countries and regions.
Sultan added that, amid the energy crisis shaking the world, he has floated the idea and concept of Green Democracy to support environmental conservation efforts and maintain ecological balance within Indonesia’s sustainable development strategy. The Green Democracy concept received a positive response from conference participants who met Sultan on the sidelines and at the end of the meeting in Phnom Penh.
The DPD RI delegation led by Sultan at ISC-2 in Cambodia also included DPD RI Deputy Speaker Yorrys Raweyai, Senator Henock Puraro, Senator Mirah Midadan Fahmid, and Senator Yance Samonsabra. On the sidelines of ISC-2, the DPD RI Speaker also held a closed meeting with Cambodian Senate President Hun Sen to discuss strengthening bilateral relations and ASEAN regional stability.
Sultan also held bilateral meetings with the head of the Maldives parliamentary delegation, who expressed a desire to strengthen relations with Indonesia, including in the fields of trade and tourism.
