4,179 PPPK in Kupang Regency to be redeployed as MBG officers

4,179 Government Employees with Work Agreements (PPPK) within the Kupang Regency Government will be redeployed to serve as officers in the Makan Bergizi Gratis (MBG) programme. The redeployment will take effect on January 1, 2027.

The redeployment of thousands of PPPK to MBG officers is in line with the enforcement of Law Number 1 of 2022 on the Financial Relations between the Central Government and Local Governments (UU HKPD). The law requires regional government employee expenditure to be a maximum of 30% of the total Regional Revenue and Expenditure Budget (APBD).

The Secretary to the Kupang Regency Government (Sekretaris Daerah, Sekda), Mateldius Sanam, said he is ready to implement the UU HKPD although the Pemkab Kupang’s employee expenditure remains above 30%. However, to balance the employee expenditure, the Kupang Regency Government will not lay off PPPK in 2027.

“If we speak honestly, the consequences would include a reduction in the number of employees. But we certainly do not want our PPPK colleagues to be sacrificed, laid off,” Mateldius said in a press release received by detikBali on Thursday (5 March 2026).

Mateldius stressed that the Kupang Regency Government will take several steps following directions from Regent Yosef Lede. The first step is to optimise teacher placements. The second is to place PPPK in MBG kitchens in the areas described as underdeveloped, frontier, and outermost (3T).

The Kupang Regency Government plans to establish MBG kitchens at approximately 70 MBG points. Meanwhile, the required number of MBG kitchen volunteers per unit is about 47 people. Consequently, thousands of PPPK can be optimised through the MBG programme.

“Similarly with the collaboration with PT Garam, which needs roughly a thousand personnel, this is what we will optimise among PPPK to work at those posts with their salaries not paid via the APBD mechanism,” Mateldius explained.

Mateldius asked the PPPK not to worry about the continuation of their contracts within the Kupang Regency Government. Because the Kupang Regency Government will maintain their status as Civil Servants (ASN) of the Kupang Regency Government even though the UU HKPD is applied in 2027.

“So this is our optimisation to ensure they are not laid off and that their NIP remains active. Therefore, if there is a central government policy change to activate them as PNS, this can be implemented well,” explained Mateldius.

Mateldius emphasised that Regent Yosef Lede is also lobbying in Jakarta to ensure MBG kitchens in 3T areas are built across the country within the next two months.
