4,000 Civil Servants to be Trained as Reserve Component Members
Jakarta — The government plans to conduct training for 4,000 civil servants (ASN) to become members of the Komponen Cadangan (Komcad), the Reserve Component of national defence.
The training is scheduled to commence in April 2026 and will be conducted in phases, according to Brigadier General Rico Ricardo Sirait, Head of the Defence Information Bureau at the Ministry of Defence, who disclosed the plan to Kompas.com on Wednesday (25 February 2026).
“The first wave will involve 2,000 individuals over a 1.5-month period, followed by a second wave of 2,000 individuals over the subsequent 1.5-month period,” Sirait explained.
Under the relevant legislation, Indonesia’s national defence comprises three components. The primary component consists of TNI (Indonesian Armed Forces) personnel. The second is the Komponen Cadangan (Reserve Component), and the third is the Komponen Pendukung (Support Component).
Sirait emphasised that the training programme for the 4,000 civil servants to become Komcad members in April 2026 is entirely voluntary with no element of compulsion.
“This remains a voluntary undertaking. Let me be clear. The requirement is that participation is voluntary, so there is no element of coercion, obligation, or anything of that nature,” he stated.
The Ministry of Defence will determine the quota of civil servants from 49 ministries to be sent for Komcad training. The quotas will be allocated proportionally based on the human resources available in each ministry.
Additionally, a selection process during registration will be implemented to ensure participants are in good health and have no physical limitations that would hinder their participation.
