Jakarta, VIVA – Deputy National Police Chief (Wakapolri), Komjen Dedi Prasetyo, has reiterated the importance of strengthening intellectualism within the Indonesian National Police (Polri).

Thirty-nine of his total 40 books have now been officially registered for protection under Intellectual Property Rights (HAKI) on Monday, 16 March 2026.

This step affirms that Polri’s transformation rests not only on operational capability but also on strengthening research, ideas, and strategic thinking documented in academic form.

The registration of these works simultaneously represents state protection of ideas and thinking born from extensive experience across various policing operational fields.

Of the 40 books written, 39 titles were published by Raja Grafindo Persada publisher, whilst one book was published by Brawijaya University Press with the title “Police Discretion at the Suspect Arrest Stage for Terrorism Cases.”

Dedi emphasised that field experience must be preserved in the form of knowledge to serve as reference material for future generations of Polri officers.

“Modern police cannot rely solely on muscle and authority; instead, they must be knowledge-based. Writing, for me, is a way of sharing and preserving field experience so it can be formulated into theory and useful knowledge. In this way, the current generation of Polri has the intellectual foundation, perspective, and reference material to continue developing and be capable of addressing challenges in the future,” said Dedi after receiving the HAKI certificate.

He also emphasised that improving the quality of human resources is key for the police institution to meet increasingly high public expectations.

“Polri needs to be equipped with sufficient knowledge and expertise to fulfil the Indonesian public’s ideal expectations for a professional, modern, and trustworthy police institution,” he added.

The 39 books cover various strategic police fields, ranging from security and public order strategy, terrorism and transnational crime handling, strengthening Polri human resources, public policy, to food security and disaster mitigation.

Several works also address Polri’s innovation and adaptation to contemporary developments, such as the use of police technology in modern security dynamics, media management as a stabilising mechanism for security, and internal reform through meritocratic systems and competency-based career development.
