Inspector General of Kemenimipas, Yan Sultra, stated that the training is a new programme targeted at civil servants who have previously been subjected to disciplinary sanctions. “A total of 365 employees have participated in mental training on Nusakambangan. This is to improve discipline, strengthen integrity, and encourage behavioural change,” Yan said during a press conference at the Inspectorate General’s office of Kemenimipas in South Jakarta on Wednesday (29/4/2026). Yan noted that the programme is not merely repressive but also serves as a developmental step to prevent employees from repeating their violations. According to him, the civil servants sent to Nusakambangan are those who had previously been imposed with disciplinary punishments. In addition to the training, Kemenimipas records that disciplinary violations by civil servants remain quite high. Since the ministry was established, there have been 774 cases of disciplinary violations by Kemenimipas civil servants that have been addressed. In terms of regions, the highest number of violations in the immigration sector were recorded in Jakarta with 69 cases. Meanwhile, in the correctional sector, Central Kalimantan was the region with the highest number of violations, namely 52 cases. “Indeed, violations frequently occur in operational units, both in corrections and Immigration,” he said. Overall, disciplinary violations are dominated by moderate and severe categories, with the most common type of violation being absence without explanation or failure to report for work. As a preventive measure, Kemenimipas is also strengthening internal supervision through the implementation of control systems, employee profiling, and the development of integrity zones in every work unit. Yan emphasised that discipline enforcement is carried out without discrimination and with no tolerance for violations. “This is not just about punishment, but also part of efforts to maintain public trust and the institution’s dignity,” he added.
