3 Million Houses Programme: Government Subsidises Monthly Instalments of Rp 600,000
The Secretary General of the Consortium for Agrarian Reform (KPA), Dewi Kartika, stated that the government’s 3 Million Houses programme must be linked to the agrarian reform agenda. This programme is not only aimed at workers but also at other low-income groups such as farmers and fishermen. “The 3 million houses should be for low-income communities, whether workers, farmers, or fishermen; it must be part of the agrarian reform framework, both in rural and urban areas,” Dewi explained, as quoted from Kompas.com on Friday (1/5/2026). The government covers or subsidises instalments of Rp 600,000 per month for 25 years for those accessing the 3 Million Houses programme. For example, if the original house instalment is Rp 1,550,000 per month, the borrower only needs to pay Rp 950,000 per month. “So it’s not a system where the instalment is low just because the interest rate is low; that’s not agrarian reform if there is no fulfilment of basic rights to decent housing and easier access to livelihoods,” Dewi clarified. These houses will be built near industrial areas to ease rental and transportation costs for workers. “We have already built quite a few this year, up to 350,000 houses, but our target is at least 1 million houses; we will start 1 million houses this year as well, and these houses will be built in clusters near industrial areas, close to workplaces, as per your suggestion,” Prabowo explained to the May Day action crowd at Monas on Friday (1/5/2026). For instance, the construction of facilities such as daycares, hospitals, schools, public transportation, and high-rise housing. The aim is to stimulate the economy. Regarding daycares, he hopes for such facilities so that both parents can work if circumstances require it.
