3-level transport merely an idea

JAKARTA (JP): A three-level transportation recently offered by
a private company for the Jakarta transportation network system
is not included in city plans for 1985-2005, an official says.

Rusdi Yusuf of the city development planning board said
yesterday that the type of transport is merely an idea.

Rusdi said that all transport systems and facilities in
Jakarta such as toll roads, outer ring roads and mass rapid
transportation must be part of city planning.

Rusdi said that there are several steps before any project is
approved. An idea is proposed to the city administration, then a
feasibility study is commissioned, then the basic design is
outlined before a detailed plan of the project is produced.

The three-level transport system linking Bintaro in South
Jakarta to Kota downtown was put forward by a private company to
overcome transport problems in the city.

PT Citra Lamtorogung Persada, owned by Siti Hardiyanti
Rukmana, President Soeharto's eldest daughter, wanted to start
the Rp 2.7 trillion (US$1.2 billion) project in 1997.

The system would consist of an artery road on the ground
level, an elevated light rail transit track on the second level
and a toll road on the top level.

The deputy governor on economic and development affairs, TB.
M. Rais, had earlier said that the municipality prefer the
underground railway system to the three-level system.

Rais said that the underground transportation system is the
most appropriate transport concept for the capital city.

The municipality will begin the construction of the subway in
1997.

The city administration has signed a memorandum of
understanding with a private consortium to handle the basic
design of the US$1.3 billion project.

The Indonesian investors, led jointly by PT Citra Lamtorogung,
also owned by Siti Hardiyanti Rukmana, and PT Bakrie Investindo,
a subsidiary of Bakrie Group, consist of PT Pembangunan Jaya, PT
Lippo, PT Bukaka/PT Kuda Perkasa, PT Suhamthabie and PT Steady
