3 Kg LPG Consumption Soars Every Year, Consumers to Be Regulated Again

Jakarta - The Ministry of Energy and Mineral Resources (ESDM) has recorded that consumption of 3 kilogram (kg) Liquefied Petroleum Gas (LPG) cylinders continues to increase every year. In response, the government will reorganise which consumers are truly entitled to receive subsidies.

As of July 2026, consumption of 3 kg LPG has already reached 5.5 million tonnes, or 63% of the 2026 target of 8.6 million tonnes.

Director General of Oil and Gas at the Ministry of ESDM, Laode Sulaeman, stated that the quota for LPG, particularly subsidised LPG, has indeed increased from year to year.

“If we look at it, our LPG consumption in general continues to rise from year to year. Efforts have been made to reduce the burden of this increasing LPG consumption,” Laode explained during a Hearing Meeting with Commission XII of the House of Representatives on Wednesday (26/8/2026).

Laode acknowledged that the distribution of 3 kg LPG remains open, meaning that to this day the melon-sized LPG cylinders can still be used by all segments of society.

Therefore, the government and PT Pertamina (Persero) will carry out a transformation in regulating users of 3 kg LPG.

“For the distribution of 3 kg LPG, since 1 March 2023, the first phase involved registering users of 3 kg LPG cylinders into a web-based system. That has now been implemented. The second phase is data matching and targeting of users of certain LPG,” Laode revealed.

Some time ago, Pertamina together with the Directorate General of Population and Civil Registration at the Ministry of Home Affairs signed a Memorandum of Understanding to validate data on 3 kg LPG recipients. “All data will be strengthened before we proceed with regulating the classes of society that utilise 3 kg LPG,” Laode concluded.
