For the time being, foreign diplomats are not subject to the
3-in-1 traffic rule, according to Jakarta Governor Sutiyoso.
This, I think, is outrageous.

Based on the Vienna Convention, reciprocally diplomats have
legal immunity, covering tax exemption and other privileges. But
they, like our diplomats abroad, should respect local laws. It
means that the immunity is not unlimited freedom.

Foreign diplomats in Jakarta and other cities in Indonesia
should observe traffic regulations and the Indonesian police
should arrest diplomats who violate traffic regulations.

Jakarta governor Sutiyoso should not make an exemption to the
rule unless he is prepared to face public condemnation.
