3 Civil Servants Killed, DPR Commission I Urges Government to Develop KKB Eradication Roadmap
The member of Commission I of the Indonesian House of Representatives (DPR RI) from the PKB Faction, Oleh Soleh, has expressed deep concern over the shooting of three civil servants from the Jayawijaya Regency Agriculture Office in the Muliama District, Highland Papua, which resulted in their deaths.
He assessed that such acts of violence represent a humanitarian tragedy that must not be allowed to recur. Oleh Soleh subsequently urged security forces to act swiftly to investigate the case thoroughly.
“I am deeply saddened and concerned by this incident. Three government employees performing their duties have instead become victims of violence. The TNI (Indonesian National Armed Forces) and Polri (National Police) must move quickly to investigate this case and take firm action against the perpetrators,” Oleh Soleh stated in his announcement on Friday, 11 September 2026.
He stated that the state must not provide any space for armed groups to continue committing violence against the community, security forces, or government employees performing public service duties.
This incident should serve as a momentum to strengthen government efforts to eradicate the Armed Criminal Group (KKB) in Papua comprehensively.
“This must be a momentum to clear the KKB from Papua, Indonesia. They have repeatedly engaged in violence and killings. The state must not remain in a reactive position every time there are victims,” he said.
Oleh Soleh emphasised that handling the KKB issue cannot be done partially or on a case-by-case basis. He noted that the government, alongside the TNI and Polri, needs to develop a comprehensive strategy featuring clear targets, stages, indicators, and evaluations.
“Security forces must devise a thorough strategy to eradicate the KKB. There must be a roadmap for the eradication of the KKB in Papua, so that the state’s actions do not only emerge when a case occurs,” he asserted.
According to him, such a roadmap is essential so that security management in Papua can be carried out in a more planned, measurable, and sustainable manner. Security strategies must also run in tandem with approaches to development, public services, and the protection of civil society.
He warned that a purely responsive approach has the potential to allow patterns of violence to repeat. Therefore, the government must possess a long-term strategy to create security and ensure that the people of Papua can lead lives that are safe and dignified.
