3,823 Honorary Teachers in West Java Yet to Receive Salaries

West Java Governor Dedi Mulyadi has stated that he will meet the Minister of State Apparatus Utilization and Bureaucratic Reform (PANRB), Rini Widyantini, to request technical guidance on the payment of salaries for honorary teachers in West Java.

According to him, the budget sourced from the Regional Budget (APBD) is already available, but it cannot be disbursed without approval from the Ministry of PANRB. The arrears that the West Java Provincial Government must pay for the salaries of honorary teachers cover the last two months.

“The money is there, it has been allocated, but there is a circular from the Minister of PANRB stating that we are not allowed to pay the salaries of honorary employees. If we do pay, it would constitute a financial irregularity,” said Dedi Mulyadi in a written statement on Thursday, 23 April 2026.

According to Dedi, honorary workers in the education sector are employees working in schools, including in administration and general services, as well as cleaning staff. Their involvement is needed due to the shortage of workers in West Java’s educational institutions.

Referring to data from the West Java Education Office, there are 3,823 honorary teaching and administrative personnel in West Java who have not received salaries since March 2026. Local governments have been prohibited from employing honorary workers since the implementation of the Civil Servant with Work Agreement (PPPK) selection process in 2022.

Head of the West Java Education Office, Purwanto, stated that the involvement of honorary workers is still very much needed in schools across West Java due to the shortage of human resources (HR). “They are needed because of the shortage,” he said.

“The budget is already in the provincial APBD; we just need a recommendation from the ministry, from PANRB,” said Purwanto.

Dedi Mulyadi plans to meet Rini Widyantini next week to discuss the payment of salaries for honorary workers in West Java. “Next week, I will meet the Minister of PANRB. It’s impossible for schools to lack teachers because their honorary teachers are not paid,” he said.
